  1  1    Section 1.  EXTRACURRICULAR INTERSCHOLASTIC CONTESTS AND
  1  2 COMPETITIONS WORKING GROUP ==== REPORT TO GENERAL ASSEMBLY.  In
  1  3 an effort to bring consistency to interscholastic contests
  1  4 and competition academic ineligibility policies, it is
  1  5 the intent of the general assembly that the statewide
  1  6 corporations, associations, or organizations that have as
  1  7 their primary purpose the sponsoring or administration of
  1  8 extracurricular interscholastic contests or competitions for
  1  9 Iowa's secondary school students, including but not limited
  1 10 to the Iowa high school athletic association and the Iowa
  1 11 girls high school athletic union, convene a working group
  1 12 to collaboratively develop a cohesive policy on academic
  1 13 ineligibility. The policy shall address, at a minimum,
  1 14 efforts to combine or allow periods of ineligibility to run
  1 15 concurrently for students participating in multiple activities
  1 16 and measures that prevent students from avoiding a period of
  1 17 ineligibility by enrolling in a new activity that will count
  1 18 toward the student's period of ineligibility.  The report
  1 19 submitted may include recommendations for changes to state law
  1 20 relating to eligibility and ineligibility for extracurricular
  1 21 interscholastic contests and competitions. The working group
  1 22 shall submit the policy and its findings and recommendations in
  1 23 a report to the general assembly by January 1, 2019.
  1 24                           EXPLANATION
  1 25 The inclusion of this explanation does not constitute agreement with
  1 26 the explanation's substance by the members of the general assembly.
  1 27    This bill expresses legislative intent that the statewide
  1 28 entities that have as their primary purpose the sponsoring or
  1 29 administration of extracurricular interscholastic contests or
  1 30 competitions for Iowa's secondary school students, including
  1 31 but not limited to the Iowa high school athletic association
  1 32 and the Iowa girls high school athletic union, convene a
  1 33 working group to collaboratively develop a cohesive policy on
  1 34 academic ineligibility. The working group shall submit the
  1 35 policy and its findings and recommendations in a report to the
  2  1 general assembly by January 1, 2019.
