Senate File 2403 - Introduced SENATE FILE BY COMMITTEE ON GOVERNMENT OVERSIGHT (SUCCESSOR TO SSB 3209) (COMPANION TO LSB 6243HV BY COMMITTEE ON GOVERNMENT OVERSIGHT) A BILL FOR 1 An Act authorizing the state building code advisory council to 2 propose, consider, and approve or disapprove amendments and 3 changes to the state building code. 4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: TLSB 6243SV (1) 87 gh/rn PAG LIN 1 1 Section 1. Section 103A.7, Code 2018, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 4. In amending or revising the state 1 4 building code pursuant to this section, the advisory council 1 5 shall consider any amendments to the state building code 1 6 proposed by the commissioner or a member of the council, 1 7 other than amendments to the state historic building code. 1 8 The council shall approve or disapprove any changes to the 1 9 state building code proposed by the commissioner or a member 1 10 of the council. The council shall also consider and approve 1 11 or disapprove any requests for use of alternate materials 1 12 or methods of construction, the approval of which has been 1 13 recommended to the council by the commissioner or a member of 1 14 the council. 1 15 Sec. 2. Section 103A.14, subsection 1, Code 2018, is amended 1 16 to read as follows: 1 17 1. The council shall advise and confer with the commissioner 1 18 in matters relating to the state building code, including 1 19 but not limited to considering and approving or disapproving 1 20 proposed changes to the state building code pursuant to section 1 21 103A.7, subsection 4. 1 22 EXPLANATION 1 23 The inclusion of this explanation does not constitute agreement with 1 24 the explanation's substance by the members of the general assembly. 1 25 Current law requires the state building code commissioner, 1 26 with the approval of the state building code advisory council, 1 27 to adopt, and amend or revise the state building code. 1 28 This bill requires the advisory council to consider and 1 29 approve or disapprove any amendments to the state building 1 30 code proposed not only by the commissioner, but also by a 1 31 member of the council. The bill also requires the council to 1 32 consider and approve or disapprove any requests for use of 1 33 alternate materials or methods of construction recommended by 1 34 the commissioner or a member of the council.
