Bill Title: Amends various Acts relating to the governance of public universities and community colleges in Illinois. In provisions concerning notification of the status of classes, provides that each governing board must notify an adjunct professor and a nontenured-track faculty member about the status of enrollment of the class the person was hired to teach (instead of just an adjunct professor). Makes corresponding changes.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The University of Illinois Act is amended by
5changing Section 135 as follows:
6 (110 ILCS 305/135)
7 Sec. 135. Adjunct professor and nontenured-track faculty;
8status of class.
9 (a) At least 30 days before the beginning of a term and
10again at 14 days before the beginning of the term, the Board of
11Trustees must notify an adjunct professor or nontenured-track
12faculty member about the status of enrollment of the class the
13adjunct professor or nontenured-track faculty member was hired
14to teach.
15 (b) This Section does not apply if the Governor has
16declared a disaster due to a public health emergency or a
17natural disaster pursuant to Section 7 of the Illinois
18Emergency Management Agency Act.
19 (c) Collective bargaining agreements with adjunct
20professors that are in effect on January 1, 2022 (the
21effective date of Public Act 102-260) are exempt from the
22requirements of this Section. Collective bargaining agreements
23with nontenured-track faculty that are in effect on the

1effective date of this amendatory Act of the 103rd General
2Assembly are exempt from the requirements of this Section.

4 Section 10. The Southern Illinois University Management
5Act is amended by changing Section 115 as follows:
6 (110 ILCS 520/115)
7 Sec. 115. Adjunct professor and nontenured-track faculty;
8status of class.
9 (a) At least 30 days before the beginning of a term and
10again at 14 days before the beginning of the term, the Board
11must notify an adjunct professor or nontenured-track faculty
12member about the status of enrollment of the class the adjunct

4changing Section 5-225 as follows:

22 Section 50. The Public Community College Act is amended by
23changing Section 3-29.16 as follows:

1 Sec. 3-29.16. Adjunct professor and nontenured-track
2faculty; status of class.
3 (a) At least 30 days before the beginning of a semester or
4term and again at 14 days before the beginning of the semester
5or term, a community college must notify an adjunct professor
6or nontenured-track faculty member about the status of class
7enrollment of the class the adjunct professor or
8nontenured-track faculty member was assigned to teach.
9 (b) This Section does not apply if the Governor has
10declared a disaster due to a public health emergency or a
11natural disaster pursuant to Section 7 of the Illinois
12Emergency Management Agency Act.
13 (c) Collective bargaining agreements with adjunct
14professors that are in effect on January 1, 2022 (the
15effective date of Public Act 102-260) are exempt from the
