1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Board of Higher Education Act is amended by
5adding Section 9.34 as follows:
6 (110 ILCS 205/9.34 new)
7 Sec. 9.34. Online degree plans; cost study.
8 (a) Each public university shall submit to the Board a
9study of the costs of making available online 4 of the
10university's most popular degree programs, as determined by the
11university. Each university's reported cost study must include
12the methodology used for the cost study and an explanation for
13each expense listed in the study.
14 (b) The Board shall use new and existing data, including
15performance measures, ongoing research studies, and survey
16data, to evaluate probable student outcomes for online degree
17plans identified by the universities. The Board shall do the
18following:
19 (1) analyze and compare all reported cost studies under
20 this Section and corresponding student outcomes to
21 determine the most efficient and effective of the proposed
22 online degree plans among those universities generally;
23 and
