1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Lobbyist Registration Act is amended by
5adding Section 3.2 as follows:
6 (25 ILCS 170/3.2 new)
7 Sec. 3.2. Use of public funds for contract lobbyists. No
8State agency as defined in the Illinois State Auditing Act,
9unit of local government, school district, or other
10governmental entity that receives public funds may expend
11public funds for the awarding, payment, or administration of
12any contract for lobbying performed or to be performed by any
13person or entity required to register under this Act. Nothing
14in this Section prohibits the expenditure of public funds for
15the compensation or expenses of an employee of a State agency,
16unit of local government, school district, or other
17governmental entity who engages in lobbying under this Act on
18behalf of his or her employer. As used in this Section, "public
19funds" means funds appropriated by the General Assembly, a unit
20of local government, a school district, or any other
21governmental entity that receives public funds.
22 Section 99. Effective date. This Act takes effect upon
