Bill Title: Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Requires the Secretary of Financial and Professional Regulation, in consultation with the State Refugee Coordinator, to examine means of reducing unnecessary barriers to professional licensure for qualified immigrants to Illinois from foreign countries. Provides that, on or before July 1, 2020, the Secretary of Financial and Professional Regulation must submit a report to the Governor and the General Assembly of his or her findings and any recommendations for legislative action.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Department of Professional Regulation Law of | ||||||||||||||||||||||||
5 | the
Civil Administrative Code of Illinois is amended by | ||||||||||||||||||||||||
6 | changing Section 2105-140 as follows:

7 | (20 ILCS 2105/2105-140) | ||||||||||||||||||||||||
8 | Sec. 2105-140. Licensure; immigration status. | ||||||||||||||||||||||||
9 | (a) No person shall be denied a license, certificate, | ||||||||||||||||||||||||
10 | limited permit, or registration issued by the Department solely | ||||||||||||||||||||||||
11 | based on his or her citizenship status or immigration status. | ||||||||||||||||||||||||
12 | The General Assembly finds and declares that this Section is a | ||||||||||||||||||||||||
13 | State law within the meaning of subsection (d) of Section 1621 | ||||||||||||||||||||||||
14 | of Title 8 of the United States Code. Nothing in this Section | ||||||||||||||||||||||||
15 | shall affect the requirements to obtain a professional license | ||||||||||||||||||||||||
16 | that are not directly related to citizenship status or | ||||||||||||||||||||||||
17 | immigration status. Nothing in this Section shall be construed | ||||||||||||||||||||||||
18 | to grant eligibility for obtaining any public benefit other | ||||||||||||||||||||||||
19 | than a professional license issued by the Department.
