Bill Title: Amends the Illinois Vehicle Code. Defines "connected automated braking system" and "platoon". Provides that a driver of a motor vehicle operating in a platoon or a driver of a motor vehicle operating with a connected automated braking system shall be exempt from a provision in the Code prohibiting a driver of a motor vehicle from following another vehicle too closely. Provides that before the operation of a platoon upon the streets or highways of this State, a person shall file a plan for general platoon operations with the Department of State Police and the Department of Transportation. Provides that if the Department of State Police or the Department of Transportation do not reject the plan within a 30-day time period after receipt of the plan, the person may operate the platoon.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Illinois Vehicle Code is amended by changing | |||||||||||||||||||||||||
5 | Section 11-710 and by adding Sections 1-111.10, 1-159.4, and | |||||||||||||||||||||||||
6 | 11-1432 as follows:

7 | (625 ILCS 5/1-111.10 new) | |||||||||||||||||||||||||
8 | Sec. 1-111.10. Connected automated braking system. A | |||||||||||||||||||||||||
9 | system by which the braking of a lead vehicle is electronically | |||||||||||||||||||||||||
10 | coordinated with the braking of one or more following vehicles | |||||||||||||||||||||||||
11 | through vehicle-to-vehicle communication.

17 | Sec. 11-710. Following too closely. (a) The driver of

1 | (b) The driver of any truck or motor vehicle
drawing | ||||||
2 | another vehicle
when traveling upon a roadway outside of a | ||||||
3 | business or
residence district and which is following another | ||||||
4 | truck or
motor vehicle drawing another vehicle shall,
whenever | ||||||
5 | conditions permit, leave sufficient space so that
an overtaking | ||||||
6 | vehicle may enter and occupy such space without
danger, except | ||||||
7 | that this shall not prevent a truck or motor
vehicle drawing | ||||||
8 | another vehicle from overtaking and passing
any vehicle or | ||||||
9 | combination of vehicles.

10 | (c) Motor vehicles being driven upon any roadway outside
of | ||||||
11 | a business or residence district in a caravan or
motorcade | ||||||
12 | whether or not towing other vehicles shall be so
operated as to | ||||||
13 | allow sufficient space between each such
vehicle or combination | ||||||
14 | of vehicles so as to enable any other
vehicle to enter and | ||||||
15 | occupy such space without danger. This
provision shall not | ||||||
16 | apply to funeral processions.

17 | (d) This Section shall not apply to a driver of a motor | ||||||
18 | vehicle operating in a platoon or a driver of a motor vehicle | ||||||
19 | operating with a connected automated braking system. | ||||||
