Bill Title: Amends the Illinois Vehicle Code. Provides for the issuance of Multiple Sclerosis Assistance license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and $12 at renewal. Provides that $10 of the additional original issuance fee and the renewal fee shall be deposited into the Multiple Sclerosis Assistance Fund, a special fund in the State treasury. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Effective immediately.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-699 as follows:
6 (625 ILCS 5/3-699 new)
7 Sec. 3-699. Multiple Sclerosis Assistance license plate.
8 (a) The Secretary, upon receipt of all applicable fees and
9applications made in the form prescribed by the Secretary, may
10issue special registration plates designated as Multiple
11Sclerosis Assistance license plates. The special plates issued
12under this Section shall be affixed only to passenger vehicles
13of the first division, motor vehicles of the second division
14weighing not more than 8,000 pounds, recreational vehicles as
15defined by Section 1-169 of this Code, and boat trailers with a
16gross trailer weight rating of 10,000 or less pounds. Plates
17issued under this Section shall expire according to the
18multi-year procedure established by Section 3-414.1 of this
19Code.
20 (b) The design and color of the special plates shall be
21wholly within the discretion of the Secretary. The Secretary,
22in his or her discretion, may allow the plates to be issued as
23vanity or personalized plates under Section 3-255.1 of this

1Code. The Secretary shall prescribe stickers or decals as
2provided under Section 3-412 of this Code.
3 (c) An applicant for the special plate shall be charged a
4$25 fee for original issuance in addition to the appropriate
5registration fee. Of this fee, $10 shall be deposited into the
6Multiple Sclerosis Assistance Fund and $15 shall be deposited
7into the Secretary of State Special License Plate Fund, to be
8used by the Secretary to help defray the administrative
9processing costs.
10 For each registration renewal period, a $12 fee, in
11addition to the appropriate registration fee, shall be charged.
12Of this fee, $10 shall be deposited into the Multiple Sclerosis
13Assistance Fund and $2 shall be deposited into the Secretary of
14State Special License Plate Fund.
15 Section 99. Effective date. This Act takes effect upon
16becoming law.
