Bill Title: Amends the Department of Human Services Act. Requires the Department of Human Services to establish a Youth Training in the Construction Trades Program to award grants to community-based organizations for the purpose of establishing training programs for youth with an interest in the construction trades, electrical trade, or plumbing trade. Provides that under the training programs, youth shall receive formal training and education in the fundamentals and core competencies in their chosen trade and shall receive hands-on experience to further develop their skills by participating in community improvement projects involving the rehabilitation of vacant and abandoned residential housing in economically depressed areas of the State. Requires selected organizations to also use the grant money to establish an entrepreneurship program to provide youth with the capital and business management skills necessary to successfully launch their own business in their particular trade. Contains provisions concerning selection criteria and the Youth Training in the Construction Trades Fund. Amends the Illinois Housing Development Act. Requires the Illinois Housing Development Authority to establish a Training Youth in the Construction Trades Program that is substantially similar to the Youth Training in the Construction Trades Program. Contains provisions on selection criteria and the Training Youth in the Construction Trades Fund. Amends the State Finance Act to create the Youth Training and Education in the Construction Trades Program Fund and the Training Youth in the Construction Trades Fund. Effective July 1, 2018.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Human Services Act is amended
5by adding Section 10-48 as follows:
6 (20 ILCS 1305/10-48 new)
7 Sec. 10-48. Youth Training and Education in the
8Construction Trades Program.
9 (a) As used in this Section:
10 "Construction trades" means any trade or occupation
11involving:
12 (1)(A) construction, alteration, remodeling,
13 repairing, wrecking or demolition, addition to, or
14 improvement of any building, highway, road, railroad, dam,
15 bridge, structure, excavation or other project,
16 development, or improvement to other than personal
17 property; and
18 (B) constructing, remodeling, or repairing a
19 manufactured home or mobile home as defined in the Mobile
20 Home Local Services Tax Act; or
21 (2) installation or repair of a residential or
22 commercial natural gas appliance or combustion system.
23 "Electrical trade" means the performance of any electrical

1work involved in the installation, construction, alteration,
2change, repair, removal, or maintenance of facilities,
3buildings, or appendages or appurtenances. "Electrical trade"
4does not mean (i) transporting or handling electrical
5materials; (ii) preparing clearance for raceways for wiring; or
6(iii) work commonly done by unskilled labor on any
7installations under the exclusive control of electrical
8utilities.
9 "Plumbing trade" means the performance of any mechanical
10work pertaining to the installation, alteration, change,
11repair, removal, maintenance, or use in buildings, or within 3
12feet beyond the outside walls of buildings, of pipes, fixtures,
13and fittings for the: (i) delivery of the water supply; (ii)
14discharge of liquid and water carried waste; (iii) building
15drainage system within the walls of the building; and (iv)
16delivery of gases for lighting, heating, and industrial
17purposes. "Plumbing trade" includes work pertaining to the
18water supply, distribution pipes, fixtures and fixture traps,
19soil, waste and vent pipes, the building drain and roof drains,
20and the safe and adequate supply of gases, together with their
21devices, appurtenances, and connections where installed within
22the outside walls of the building.
23 (b) Subject to appropriations, the Department shall
24establish a Youth Training in the Construction Trades Program
25to award grants to community-based organizations for the
26purpose of establishing training programs for youth with an

1interest in the construction trades, electrical trade, or
2plumbing trade. Under the training programs, youth shall
3receive formal training and education in the fundamentals and
4core competencies in their chosen trade and shall receive
5hands-on experience to further develop their skills by
6participating in community improvement projects involving the
7rehabilitation of vacant and abandoned residential housing in
8economically depressed areas of the State. Selected
9organizations shall also use the grant money to establish an
10entrepreneurship program to provide youth, who have obtained
11the requisite skill set for a particular trade, with the
12capital and business management skills necessary to
13successfully launch their own business as a contractor,
14subcontractor, real estate agent, property manager,
15electrician, or plumber. Grants provided under this Section may
16also be used for the acquisition of property and construction
17related to vacant and abandoned residential housing.
18 (c) The Department shall select a community-based
19organization from each of the following geographical regions of
20the State:
21 (1) Central Illinois.
22 (2) Northeastern Illinois.
23 (3) Southern (Metro-East) Illinois.
24 (d) The grants shall be funded through appropriations from
25the Youth Training and Education in the Construction Trades
26Fund created under subsection (e). The Department may adopt any

1rules necessary to implement the provisions of this Section.
2 (e) The Youth Training and Education in the Construction
3Trades Fund is created as a special fund in the State treasury.
4Moneys in the Fund shall be appropriated to the Department of
5Human Services and expended for the Youth Training and
6Education in the Construction Trades Program under subsection
7(b) and for no other purpose. All interest earned on moneys in
8the Fund shall be deposited into the Fund.
9 Section 10. The Illinois Housing Development Act is amended
10by adding Section 7.32 as follows:
11 (20 ILCS 3805/7.32 new)
12 Sec. 7.32. Training Youth in the Construction Trades
13Program.
14 (a) As used in this Section:
15 "Construction trades" means any trade or occupation
16involving:
17 (1)(A) construction, alteration, remodeling,
