Bill Title: Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Yellow Ribbon license plates. Provides that the fee for initial issuance of the plates shall be $20 in addition to the appropriate registration fee, of which $5 shall be deposited into the Illinois Veterans Assistance Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that the fee for registration renewal of these plates shall be $20 in addition to the appropriate registration fee, of which $18 shall be deposited into the Illinois Veterans Assistance Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund.

1 | AN ACT concerning vehicles.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Vehicle Code is amended by adding | ||||||
5 | Section 699.14 as follows:
| ||||||
6 | (625 ILCS 5/699.14 new) | ||||||
7 | Sec. 699.14. Yellow Ribbon license plates. | ||||||
8 | (a) Legislative Finding. Since as early as the Civil War, | ||||||
9 | the Yellow Ribbon has been a symbol of remembrance for men and | ||||||
10 | women who serve their country far away from home. The Yellow | ||||||
11 | Ribbon represents our longing and devotion for our loved ones, | ||||||
12 | who risk their lives for our freedom, to safely return home; | ||||||
13 | and our dedication to continue to serve and honor our heroes | ||||||
14 | upon their return. A portion of the revenues generated from the | ||||||
15 | Yellow Ribbon plate will be deposited into the Illinois | ||||||
16 | Veterans Assistance Fund to ensure continued commitment to | ||||||
17 | support our men and women who bravely lay their lives on the | ||||||
18 | line for our freedoms. | ||||||
19 | (b) The Secretary, upon receipt of all applicable fees and
| ||||||
20 | applications made in the form prescribed by the Secretary, may
| ||||||
21 | issue special registration plates designated as Yellow Ribbon
| ||||||
22 | license plates. The special plates issued under this Section
| ||||||
23 | shall be affixed only to passenger vehicles of the first

1 | division or motor vehicles of the second division weighing not
| ||||||
2 | more than 8,000 pounds. Plates issued under this Section shall
| ||||||
3 | expire according to the multi-year procedure established by
| ||||||
4 | Section 3-414.1 of this Code. | ||||||
5 | (c) The design and color of the special plates shall be
| ||||||
6 | wholly within the discretion of the Secretary. The Secretary
| ||||||
7 | may, in his or her discretion, allow the plates to be issued as
| ||||||
8 | vanity or personalized plates in accordance with Section
| ||||||
9 | 3-405.1 of this Code. The plates are not required to designate
| ||||||
10 | "Land of Lincoln", as prescribed in subsection (b) of Section
| ||||||
11 | 3-412 of this Code. The Secretary, in his or her discretion,
| ||||||
12 | shall approve and prescribe stickers or decals as provided
| ||||||
13 | under Section 3-412. | ||||||
14 | (d) An applicant for the special plate shall be charged a
| ||||||
15 | $20 fee for original issuance in addition to the appropriate
| ||||||
16 | registration fee. Of this fee, $5 shall be deposited into the
| ||||||
17 | Illinois Veterans Assistance Fund and $15 shall be deposited | ||||||
18 | into the
Secretary of State Special License Plate Fund, to be | ||||||
19 | used by
the Secretary to help defray the administrative | ||||||
20 | processing
costs.
For each registration renewal period, a $20 | ||||||
21 | fee, in
addition to the appropriate registration fee, shall be | ||||||
22 | charged.
Of this fee, $18 shall be deposited into the Illinois | ||||||
23 | Veterans
Assistance Fund and $2 shall be deposited into the | ||||||
24 | Secretary of
State Special License Plate Fund.
