Bill Title: Amends the Governor's Office of Management and Budget Act. Creates the Information Technology Procurement Task Force. Sets forth the membership of the Task Force. Provides that the Task Force shall meet periodically to discuss information technology issues. Provides that the Task Force shall present the Governor and the General Assembly with a report summarizing its findings and recommendations. Effective immediately.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Governor's Office of Management and Budget | |||||||||||||||||||
5 | Act is amended by adding Section 10 as follows:

6 | (20 ILCS 3005/10 new) | |||||||||||||||||||
7 | Sec. 10. Information Technology Procurement Task Force. | |||||||||||||||||||
8 | (a) The State of Illinois recently enacted procurement | |||||||||||||||||||
9 | reform legislation that has had an impact on State purchasing | |||||||||||||||||||
10 | in various ways, both intended and unintended. The State makes | |||||||||||||||||||
11 | and will continue to make large investments in information | |||||||||||||||||||
12 | technology. Determining the impact of the Illinois Procurement | |||||||||||||||||||
13 | Code on the State's ability to fully access the competitive | |||||||||||||||||||
14 | marketplace for information technology will require study and | |||||||||||||||||||
15 | deliberation. | |||||||||||||||||||
16 | (b) The Information Technology Procurement Task Force is | |||||||||||||||||||
17 | created and shall be composed of: 4 members appointed by the | |||||||||||||||||||
18 | Governor; one member appointed by the chief procurement officer | |||||||||||||||||||
19 | appointed under paragraph 4 of subsection (a) of Section 10-20 | |||||||||||||||||||
20 | of the Illinois Procurement Code; one appointed by the Speaker | |||||||||||||||||||
21 | of the House of Representatives; one appointed by the Minority | |||||||||||||||||||
22 | Leader of the House of Representatives; one appointed by the | |||||||||||||||||||
23 | President of the Senate; and one appointed by the Minority |

1 | Leader of the Senate. The Task Force chairperson is the State | ||||||
2 | chief information officer. | ||||||
3 | (c) The Task Force shall meet periodically to discuss | ||||||
4 | information technology issues. The Task Force shall make | ||||||
5 | findings and develop recommendations concerning the impact of | ||||||
6 | the Illinois Procurement Code on the State's ability to fully | ||||||
7 | access the competitive marketplace for information technology. | ||||||
8 | Within 120 days after the effective date of this amendatory Act | ||||||
9 | of the 97th General Assembly, the Task Force shall present the | ||||||
10 | Governor and the General Assembly with a report summarizing its | ||||||
11 | findings and recommendations. | ||||||
12 | (d) The Task Force shall receive administrative support | ||||||
13 | from the Governor's Office of Management and Budget. | ||||||
14 | (e) The Task Force shall not be compensated and shall not | ||||||
15 | be reimbursed for travel or any other expenses. | ||||||
16 | (f) The Task Force shall be abolished within one year after | ||||||
17 | it presents its report to the Governor and General Assembly.

18 | Section 99. Effective date. This Act takes effect upon | ||||||
19 | becoming law.
