Bill Title: Creates the Englewood Violent Crime Task Force to: (1) study and determine the causes of violent crime in Englewood and nearby affected communities; (2) study and determine the feasibility of deploying the Illinois State Police to Englewood and nearby affected communities and neighborhoods; (3) develop a comprehensive long-term solution to the effect of violent crime in the Englewood and nearby affected communities; (4) recommend a plan of action to substantially reduce the incidents of violent crime in Englewood and nearby affected communities; and (5) draft any necessary legislation and make any necessary recommendations for appropriations to place the plan of action into immediate effect.

2 | WHEREAS, The boundaries of the 32nd Representative | ||||||
3 | District are generally in the inner city of Chicago extending | ||||||
4 | to the southwest suburbs of Burbank, Bridgeview, Hickory Hills, | ||||||
5 | and Justice, Illinois; and
| ||||||
6 | WHEREAS, The 32nd Representative District has a voting age | ||||||
7 | population of 108,734 people of various ethnic and | ||||||
8 | socio-economic backgrounds; and
| ||||||
9 | WHEREAS, 27,909 of the residents of the 32nd Representative | ||||||
10 | District live at or below the federal poverty level; and
| ||||||
11 | WHEREAS, The 32nd Representative District ranks in the top | ||||||
12 | 3 of Representative Districts reporting incidents of violent | ||||||
13 | crime; and
| ||||||
14 | WHEREAS, The Dan Ryan Expressway is that 12 mile portion of | ||||||
15 | I-90/94 located in the City of Chicago spanning from | ||||||
16 | approximately 95th Street to the south and Roosevelt Road to | ||||||
17 | the north; and
| ||||||
18 | WHEREAS, The Dan Ryan Expressway travels through the 32nd | ||||||
19 | Representative District one linear mile from 67th Street to the | ||||||
20 | north and 76th Street to the south; and

1 | WHEREAS, Within the 32nd Representative District lies | ||||||
2 | Halsted Street one mile west of the Dan Ryan Expressway; and, | ||||||
3 | Cottage Grove Avenue one mile east of the Dan Ryan Expressway; | ||||||
4 | this area generally encompasses the communities of Englewood | ||||||
5 | and Grand Crossing including the Park Manor neighborhood; and
| ||||||
6 | WHEREAS, In November of 1985, Mayor Harold Washington | ||||||
7 | entered into an intergovernmental agreement with the State of | ||||||
8 | Illinois whereby the State of Illinois could operate Illinois | ||||||
9 | State Lottery kiosks at O'Hare International Airport; and, | ||||||
10 | subsequently Chicago Midway International Airport; and
| ||||||
11 | WHEREAS, In November of 1985, Governor James R. Thompson | ||||||
12 | entered into an intergovernmental agreement with the City of | ||||||
13 | Chicago whereby the Illinois State Police would patrol the Dan | ||||||
14 | Ryan Expressway; and, all other expressways in the City of | ||||||
15 | Chicago; and
| ||||||
16 | WHEREAS, The State of Illinois receives monies after the | ||||||
17 | imposition of fines and penalties upon those persons cited for, | ||||||
18 | among other things, improperly operating motor vehicles on the | ||||||
19 | Dan Ryan Expressway between 67th Street and 76th Street; and
| ||||||
20 | WHEREAS, The State of Illinois derives financial profits | ||||||
21 | directly from the Illinois State Lottery kiosks located at both |

1 | O'Hare International and Chicago Midway International | ||||||
2 | Airports; and
| ||||||
3 | WHEREAS, The Illinois State Lottery is successfully | ||||||
4 | managed by Northstar Lottery Group, a subsidiary of the Italian | ||||||
5 | company GTech Corporation, which exponentially surpassed the | ||||||
6 | calculable revenue goals and expectations of the Illinois State | ||||||
7 | Lottery deriving substantial profits for the Lottery; and
| ||||||
8 | WHEREAS, In fact, the Illinois State Lottery posted fiscal | ||||||
9 | year 2013 revenues of: (1) $4,939,990 from O'Hare International | ||||||
10 | Airport; (2) $696,776 from Chicago Midway International | ||||||
11 | Airport; and (3) $2,841,000,000 overall, of which $656,000,000 | ||||||
12 | was used to support education funding and $135,000,000 was used | ||||||
13 | to support the State's capital infrastructure program; and
| ||||||
14 | WHEREAS, It will not be a financial burden on the State of | ||||||
15 | Illinois for the Illinois State Police to expand its patrol | ||||||
16 | area, from the Dan Ryan Expressway between 67th Street and 76th | ||||||
17 | Street one linear mile east and one linear mile west, to | ||||||
18 | support efforts at combating violent crime in the State of | ||||||
19 | Illinois; and
| ||||||
20 | WHEREAS, Since as late as 1999, the Illinois State Police | ||||||
21 | were dispatched to and patrolled the City of East St. Louis, | ||||||
22 | Illinois to support efforts to combat crime in the State of |

1 | Illinois; and
| ||||||
2 | WHEREAS, As of the date of the filing of this resolution, | ||||||
3 | over 700 registered voters, within the 2 mile rectangular | ||||||
4 | boundary of the Dan Ryan Expressway between 67th Street and | ||||||
5 | 76th Street, have signed a petition imploring the Governor of | ||||||
6 | the State of Illinois to dispatch the Illinois State Police, | ||||||
7 | with all deliberate speed, to that specific area within the | ||||||
8 | 32nd Representative District for a reasonable period of time; | ||||||
9 | and
| ||||||
10 | WHEREAS, These 700 affected residents of the 32nd | ||||||
11 | Representative District have stated that they are in immediate | ||||||
12 | need of assistance and relief to protect their health, safety | ||||||
13 | and welfare; therefore, be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
16 | SENATE CONCURRING HEREIN, that there is created the Englewood | ||||||
17 | Violent Crime Task Force within the Illinois State Police, to | ||||||
18 | consist of the following: | ||||||
19 | (1) the Governor, or his or her designee; | ||||||
20 | (2) the Mayor of the City of Chicago, or his or her | ||||||
21 | designee; | ||||||
22 | (3) the Mayor of the City of East St. Louis, or his or | ||||||
23 | her designee; |

1 | (4) the Illinois Attorney General, or his or her | ||||||
2 | designee; | ||||||
3 | (5) a member of the Illinois State's Attorneys | ||||||
4 | Association appointed by the President of the Association; | ||||||
5 | (6) a member of the Cook County Bar Association | ||||||
6 | appointed by the President of the Association; | ||||||
7 | (7) the manager of the Illinois State Lottery; | ||||||
8 | (8) two members of the Illinois House of | ||||||
9 | Representatives chosen by the Speaker of the Illinois House | ||||||
10 | of Representatives, one of whom shall serve as co-chair; | ||||||
11 | (9) two members of the Illinois House of | ||||||
12 | Representatives chosen by the Minority Leader of the | ||||||
13 | Illinois House of Representatives; | ||||||
14 | (10) two members of the Illinois Senate chosen by the | ||||||
15 | President of the Illinois Senate, one of whom shall serve | ||||||
16 | as co-chair; | ||||||
17 | (11) two members of the Illinois Senate chosen by the | ||||||
18 | Minority Leader of the Illinois Senate; | ||||||
19 | (12) the President of the Park Manor Neighbors | ||||||
20 | Community Council; | ||||||
21 | (13) the Executive Director of Project Brotherhood; | ||||||
22 | (14) the President of the Student Government | ||||||
23 | Association at the University of Illinois at Chicago; | ||||||
24 | (15) the President of the Student Government | ||||||
25 | Association at Chicago State University; | ||||||
26 | (16) the Director of Corrections, or his or her |

1 | designee who must: | ||||||
2 | (A) be from the Department of Parole; | ||||||
3 | (B) be an active field agent; and | ||||||
4 | (C) possess at least a master's degree in criminal | ||||||
5 | justice or criminology; | ||||||
6 | (17) a faculty member of the Department of Criminology, | ||||||
7 | Law & Justice at the University of Illinois at Chicago | ||||||
8 | appointed by the President of the University of Illinois; | ||||||
9 | (18) a member of the Chicagoland Chamber of Commerce | ||||||
10 | appointed by the chairman of the board of the Chicagoland | ||||||
11 | Chamber of Commerce; | ||||||
12 | (19) a member of the Illinois Chamber of Commerce | ||||||
13 | appointed by the chairman of the board of the Illinois | ||||||
14 | Chamber of Commerce; and | ||||||
15 | (20) a member of the Illinois Retail Merchants | ||||||
16 | Association appointed by the President/CEO of the Illinois | ||||||
17 | Retail Merchants Association; and be it further
| ||||||
18 | RESOLVED, That all appointments shall be made no later than | ||||||
19 | 45 days following adoption of this resolution; and be it | ||||||
20 | further
| ||||||
21 | RESOLVED, That the Task Force shall study and determine the | ||||||
22 | causes of violent crime in Englewood and nearby affected | ||||||
23 | communities; and be it further

7 | and nearby affected communities; and be it further

8 | RESOLVED, That the Task Force shall recommend a plan of | ||||||
9 | action to substantially reduce the incidents of violent crime | ||||||
10 | in Englewood and nearby affected communities; and be it further
| ||||||
11 | RESOLVED, That the Task Force shall draft any necessary | ||||||
12 | legislation and make any necessary recommendations for | ||||||
13 | appropriations for the General Assembly to pass and the | ||||||
14 | Governor to sign to place the plan of action into immediate | ||||||
15 | effect; and be it further
| ||||||
16 | RESOLVED, That the Task Force shall report its findings and | ||||||
17 | recommendations and submit any and all proposed legislation to | ||||||
18 | the Governor and General Assembly on or before December 31, | ||||||
19 | 2014; and be it further
| ||||||
20 | RESOLVED, That the members of the Task Force shall serve | ||||||
21 | without compensation, but shall be reimbursed for their |
| |||||||

1 | reasonable and necessary expenses from the funds appropriated | ||||||
2 | for that purpose from the Illinois State Police; and be it | ||||||
3 | further
| ||||||
4 | RESOLVED, That a copy of this resolution be presented to | ||||||
5 | the Speaker of the Illinois House of Representatives, the | ||||||
6 | Minority Leader of the Illinois House of Representatives, the | ||||||
7 | President of the Illinois Senate, the Minority Leader of the | ||||||
8 | Illinois Senate, the Governor of the State of Illinois, and the | ||||||
9 | Director of State Police.
