2 | WHEREAS, It is highly fitting that the Illinois General | ||||||
3 | Assembly pays honor and respect to the truly great
individuals | ||||||
4 | who have served our country and, in doing so, have made the | ||||||
5 | ultimate sacrifice for our
nation; and
| ||||||
6 | WHEREAS, United States Army Corporal James "Chad" Young was | ||||||
7 | born in Springfield to Jerry and Brett Ann Bowen Young on | ||||||
8 | August 10, 1985 and raised in the Rochester area; he attended | ||||||
9 | Ball-Chatham schools and graduated from Glenwood High School
in | ||||||
10 | 2003; and
| ||||||
11 | WHEREAS, Cpl. Young joined the United States Army in 2004; | ||||||
12 | he served in Korea before being deployed to
Afghanistan for the | ||||||
13 | first time, returning in late 2007; he was called back for a | ||||||
14 | second tour of duty and
arrived in Afghanistan in early June of | ||||||
15 | 2010, where he was assigned to the 863rd Engineer Battalion; | ||||||
16 | and

17 | WHEREAS, Cpl. Young was killed on November 3, 2010 while | ||||||
18 | serving
his country in Nar-Kariz, Kandahar Province, | ||||||
19 | Afghanistan; and
| ||||||
20 | WHEREAS, Cpl. Young was promoted to corporal posthumously; | ||||||

1 | WHEREAS, Cpl. Young is survived by his parents; his sister, | ||||||
2 | Katie
Young Powell; his brother, Steven Baptist; his nieces and | ||||||
3 | nephews, Caleb Baptist, Elizabeth Baptist,
Sydney Robbins, and | ||||||
4 | Kamryn Robbins; his aunts and uncles, Lois Young, Patty and | ||||||
5 | John "Sandy" Bacia,
John and Carol Bowen, Joannie and Dave | ||||||
6 | McCallister, and Joe and Rosie Bowen; and 16 cousins; | ||||||
7 | therefore, be it

8 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
9 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | ||||||
10 | CONCURRING HEREIN, that we designate Illinois Route 4 as it | ||||||
11 | travels through
Chatham as the "U.S. Army Corporal James "Chad" | ||||||
12 | Young Memorial Highway"; and be it further

13 | RESOLVED, That the Illinois Department of Transportation | ||||||
14 | is requested to erect at suitable locations,
consistent with | ||||||
15 | State and federal regulations, appropriate plaques or signs | ||||||
16 | giving notice of the name "U.S. Army Corporal James "Chad" | ||||||
17 | Young Memorial Highway"; and be it further

18 | RESOLVED, That suitable
copies of this resolution be sent | ||||||
19 | to the family of Cpl. Young, Chatham Village President Dave | ||||||
20 | Kimsey, and the
Secretary of Transportation.
