Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Provides that, for a term of office beginning on or after the date the amendment is declared adopted, a General Assembly member shall receive a salary in an amount equal to the salary that a General Assembly member was entitled to receive on the date the amendment is declared adopted. Prohibits that amount from being increased thereafter except by constitutional amendment or initiative. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

SYNOPSIS AS INTRODUCED:
ILCON Art. IV, Sec. 11

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that, for a term of office beginning on or after the date the amendment is declared adopted, a General Assembly member shall receive a salary in an amount equal to the salary that a General Assembly member was entitled to receive on the date the amendment is declared adopted. Prohibits that amount from being increased thereafter except by constitutional amendment or initiative. 3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 11 of Article IV
9of the Illinois Constitution as follows:

13SECTION 11. COMPENSATION AND ALLOWANCES
14 (a) A member shall receive a salary and allowances as
15provided by law, but changes in the salary of a member shall
16not take effect during the term for which he has been elected.
17 (b) Notwithstanding subsection (a), for a term of office
18beginning on or after the date this subsection (b) is declared
19adopted, a member shall receive a salary in an amount equal to
20the salary that a member was entitled to receive on the date
21this subsection (b) is declared adopted, and that amount shall
22not thereafter be increased unless by the affirmative vote of
23the People of the State in accordance with Section 2 or 3 of

SCHEDULE
4 This Constitutional Amendment takes effect upon being
5declared adopted in accordance with Section 7 of the Illinois
6Constitutional Amendment Act.
