Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Provides that, for a term of office beginning on or after the date the amendment is declared adopted, a General Assembly member shall receive a salary in an amount equal to the salary that a General Assembly member was entitled to receive on the date the amendment is declared adopted. Prohibits that amount from being increased thereafter except by constitutional amendment or initiative. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

Proposes to amend the Legislature Article of the Illinois Constitution. HOUSE JOINT RESOLUTION
CONSTITUTIONAL AMENDMENT
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
SENATE CONCURRING HEREIN, that there shall be submitted to the
electors of the State for adoption or rejection at the general
election next occurring at least 6 months after the adoption of
this resolution a proposition to amend Section 11 of Article IV
of the Illinois Constitution as follows:
ARTICLE IV
THE LEGISLATURE
(ILCON Art. IV, Sec. 11)
SECTION 11. COMPENSATION AND ALLOWANCES
(a) A member shall receive a salary and allowances as
provided by law, but changes in the salary of a member shall
not take effect during the term for which he has been elected.
(b) Notwithstanding subsection (a), for a term of office
beginning on or after the date this subsection (b) is declared
adopted, a member shall receive a salary in an amount equal to
the salary that a member was entitled to receive on the date
this subsection (b) is declared adopted, and that amount shall
not thereafter be increased unless by the affirmative vote of
the People of the State in accordance with Section 2 or 3 of

SCHEDULE
This Constitutional Amendment takes effect upon being
declared adopted in accordance with Section 7 of the Illinois
Constitutional Amendment Act.
