HOUSE RESOLUTION
2 WHEREAS, Illinois is home to nearly 23,000 thousand
3licensed engineers and surveyors and hundreds of companies
4that employ them, and Illinoisans rely on these licensed
5professionals to protect the public health, life, and safety;
6and
7 WHEREAS, Engineers serve as the backbone of our public
8infrastructure, protecting our drinking water and ensuring
9that our buildings are safe and our roadways and bridges are
10secure; and
11 WHEREAS, Illinois has set it to be the law of the land to
12utilize qualifications first when determining which
13professionals and firms should provide these critical services
14to our citizens; and
15 WHEREAS, The Qualifications-Based Selection process
16outperforms the national performance in cost growth (3% growth
17versus 6% growth) and in schedule growth (7% growth versus 10%
18growth); based on the analysis of the projects in a recent
19study, there is a strong association between the use of
20Qualifications-Based Selection and the quality of construction
21documents developed by the design team and the final cost and
22schedule performance; and

1 WHEREAS, While there are specific value-added benefits
2from the application of Qualifications-Based Selection
3procurement methods to all projects, the advantage, in
4addition to cost and schedule savings, is particularly evident
5for complex projects; these are projects that can especially
6benefit from experienced and stable design teams comprised of
7high-quality providers; complexity can emerge from numerous
8points in a project, including community engagement, political
9or social sensitivities, technical challenges in design or in
10constructions, or management and collaboration of project
11participants; and
12 WHEREAS, From the agency-client perspective,
13Qualifications-Based Selection projects achieve a greater
14degree of consistency in terms of project success than
15non-Qualifications-Based Selection projects; and
16 WHEREAS, Qualifications-Based Selection leads to increased
17innovation on projects; innovation is a cornerstone of
18advancing project solutions and developing better solutions
19for clients; innovation can occur on projects of any size or in
20any sector; a recent study found that projects incorporating
21Qualifications-Based Selection have a greater likelihood of
22producing innovative solutions; this is often based on firms
23having greater opportunities to explore innovations and

1collaborations when cost is not the driving factor in design
2team selection; and
3 WHEREAS, The Illinois State Toll Highway Authority, the
4Illinois Department of Transportation, the Capital Development
5Board, and hundreds of county and municipal governments all
6utilize Qualifications-Based Selection to ensure the highest
7quality of design and construction and to deliver their
8programs on-time and on-budget; and
9 WHEREAS, Qualifications-Based Selection is proven to
10develop more diverse engineering teams and provide greater
11opportunity to diverse companies; and
12 WHEREAS, It is the policy of the State of Illinois to
13maintain the integrity of these essential professions;
14therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we hereby re-affirm the long-standing policy of the State of
18Illinois to rely on qualifications first when determining
19which professionals and firms provide these critical services
20to our citizens.
