HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to honor former Illinois State Senator
4Brian Stewart on his 10 years of esteemed service as a member
5of the Illinois General Assembly and thank him for his
6dedication to the State of Illinois and his community; and
7 WHEREAS, Sen. Stewart was born in Freeport to Lester and
8Genevieve Stewart on October 25, 1957, a fifth generation
9native of northwest Illinois; he was raised in Freeport along
10with his siblings, Becky, Bonnie, Brenda, and Brad; and
11 WHEREAS, Sen. Stewart joined the U.S. Army at the age of
1218; he served as a military police officer and military police
13investigator, and he still maintains the friendships of his
14fellow soldiers to this day, attending reunions every other
15year at a selected army base; and
16 WHEREAS, Sen. Stewart completed his military service with
17an honorable discharge and returned to Freeport, where he
18served as a deputy for the Stephenson County Sheriff's Office,
19rose to rank of sergeant, and served on a major case squad for
20nine northwestern Illinois counties; and
21 WHEREAS, Sen. Stewart used his time off from the sheriff's

1department to start his first private investigating business
2at his kitchen table in 1987; his hard work and perseverance in
3small business allowed him to retire from the sheriff's office
4early to pursue private business endeavors; and
5 WHEREAS, Sen. Stewart owns several businesses, including
6his primary business, Stewart and Associates, and services for
7security, private investigations, background investigations,
8civil processing, and information technology as well as
9software businesses; and
10 WHEREAS, Sen. Stewart built the company from a handful of
11customers and employees to the largest employer in northwest
12Illinois with almost 500 employees and service to all 50
13states and over 80 countries worldwide and keeps most of his
14business locations centered in his hometown of Freeport; and
15 WHEREAS, Sen. Stewart served as an alderman and trustee
16for Freeport Township; he served as chair and board member of
17the Northwest Illinois Criminal Justice Commission, and he was
18also a member of the Stephenson County ETSB(911) Board, the
19Freeport Area Chamber of Commerce, and the Northwest Illinois
20Development Alliance; and
21 WHEREAS, Sen. Stewart has been involved in civic
22organizations, including the United Way of Northwest Illinois

1as chairman, the FHN Foundation Be Cancer Free Campaign, and
2the Stephenson County Employees-UAW Local 2261 as charter
3president; and
4 WHEREAS, Sen. Stewart is a current member of the Freeport
5Rotary, AMVETS Post 32, and the Stephenson County Farm Bureau;
6and
7 WHEREAS, Sen. Stewart was appointed in September of 2013
8to replace Rep. Jim Sacia in the Illinois House of
9Representatives; he was sworn in to serve the constituents of
10the 89th District at the Stephenson County Courthouse on
11October 4, 2013; and
12 WHEREAS, Sen. Stewart served in the Illinois House until
132018 when he announced he would seek election to the Illinois
14Senate for the 45th Senate District, succeeding Senator Tim
15Bivins; he was sworn in early on December 5, 2018 to represent
16the 45th District, which encompasses all of Stephenson, Jo
17Daviess, Ogle, parts of Winnebago, DeKalb, LaSalle, Lee,
18Whiteside, and Carroll Counties; and
19 WHEREAS, Sen. Stewart's most distinguishable legislative
20achievements include those benefiting police officers,
21firefighters, and emergency personnel; and

1 WHEREAS, Sen. Stewart served as a lawmaker for over 10
2years and served his constituents with determination and
3class; he earned the respect and admiration of his colleagues
4on both sides of the aisle; and
5 WHEREAS, Sen. Stewart's warmth, kindness, generosity,
6humor, and quick smile have been appreciated by the lawmakers,
7staff, employees, and citizens of Illinois; he was able to
8bring people together for the betterment of our State and the
9communities he served during his time in the General Assembly;
10and
11 WHEREAS, Sen. Stewart often says "Your past does not
12define your future" and believes that hard work, dedication,
13and integrity can help someone achieve the American Dream in
14Illinois, and he hopes that his story will inspire many
15generations to come to pursue their own American Dream;
16therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we honor former Illinois State Senator Brian Stewart on his 10
20years of esteemed service as a member of the Illinois General
21Assembly and thank him for his dedication to the State of
22Illinois and his community; and be it further

1 RESOLVED, That a suitable copy of this resolution be
