HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Kenneth H.
4Kessler, mayor of the Village of Mundelein, as he retires from
5his position as mayor; and
6 WHEREAS, Mayor Kessler has given 12 years of service to
7Mundelein; he served as trustee from 1999-2003 and mayor from
82005-2013; and
9 WHEREAS, Mayor Kessler has numerous accomplishments to
10reflect on during his time in office; his administration
11eliminated the village vehicle stickers and dog tags, made
12board meetings available on cable tv and the internet, began to
13accept credit card payments for city services, quieted the
14automated train horns and established a real railway quiet
15zone, began the downtown redevelopment project, maintained an
16increase in funding for residential street repairs, weathered
17the economic recession with minimal impact to services and
18property tax bills, and organized the electrical aggregation
19program helping residents save significantly on their
20electricity cost; his administration converted the village to a
21single waste hauler agreement, increased recycling,
22reestablished the Human Relations Commission, began several
23community initiatives including the Craft Beer Festival, the

1Farmer's Market, and Annual Art Festival, adopted a new zoning
2ordinance and comprehensive plan, and attracted or retained
3residential and commercial developments; and
4 WHEREAS, Under Mayor Kessler's administration, the Village
5of Mundelein has won many awards; most notably they received
6the 2010 Community Policing Award of the International Chiefs
7of Police Association for Enhanced Police Response to Victims,
8the 2009 International Association of Chiefs of
9Police/Motorola Webber Seavey Award for Quality in Law
10Enforcement, and the village was the 2008-2009 Illinois
11Association of Chiefs of Police Traffic Safety Challenge
12Winner; the village received the 2008 IACP/Login, Inc.,
13Excellence in Victim Services Award, the 2007 International
14Association of Chiefs of Police National Law Enforcement
15Challenge 3rd place Award, the 2006 Ruth H. Rosengarden Victim
16Service Provider Award, and the 2005 Illinois Park and
17Recreation Association/Illinois Association of Park
18Districts/Mundelein Park District Community Service Award; and
19 WHEREAS, Mayor Kessler's direction for the Village of
20Mundelein will not end with his departure; he oversaw the
21hiring of a new village manager, fire chief, police chief,
22director of public works, and finance director, and the start
23of a downtown redevelopment project; and

1 WHEREAS, Mayor Kessler has worked for Rosalind Franklin
2University of Medicine and Science since 2007; he is an
3associate professor of psychology and has lived in Mundelein
4since 1994; he and his wife, Elizabeth, have 2 sons,
5Christopher and Andrew; he is a U.S. Coast Guard licensed
6Merchant Marine Master and has a Ph.D. in clinical psychology
7from Finch University of Health Sciences/The Chicago Medical
8School; therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we congratulate Village of Mundelein Mayor Ken Kessler as he
12retires from his position, thank him for his service to his
13community, and wish him all the best with his future
14endeavours; and be it further
15 RESOLVED, That a suitable copy of this resolution be
16presented to Mayor Ken Kessler as an expression of our esteem
17and respect.
