HOUSE RESOLUTION
2 WHEREAS, The 14th Amendment of the United States
3Constitution clearly states that all persons born in the United
4States are citizens of the U.S. and the state in which they
5reside; and
6 WHEREAS, For over 100 years, the United States Supreme
7Court has upheld that citizenship be granted to all individuals
8born on U.S. soil, regardless of their parent's citizenship
9status; and
10 WHEREAS, A repeal of the 14th Amendment would have dire and
11costly effects on the State of Illinois, due to the creation of
12a lengthy bureaucratic process to confer U.S. citizenship; and
13 WHEREAS, Denying citizenship to certain U.S.-born children
14would create a permanent group of non-citizens and the
15potential for a stateless segment of the population; and
16 WHEREAS, Legislators have initiated a campaign to amend the
17United States Constitution in a way that undermines a pillar of
18U.S. civil rights; and
19 WHEREAS, The majority of immigrants come to this country to
20work or to reunite with family members already residing in the

2 WHEREAS, The residents of the State of Illinois deserve
3real solutions to address the undocumented population present
4in our state, not costly political distractions; therefore, be
5it
6 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we condemn divisive efforts to create two classes of citizens
9and to deny innocent children their constitutional right to
10U.S. citizenship through the repeal of the 14th Amendment of
11the United States Constitution or other measures; and be it
12further
13 RESOLVED, That we show our strong support for upholding the
14Constitution and its definition of citizenship.
