Bill Title: Reinserts the provisions of the introduced bill, as amended by Senate Amendment No. 1, with changes. Provides that the purpose of the Commission includes making recommendations to the Governor, the General Assembly, and the Department of Commerce and Economic Opportunity (rather than the Governor and the General Assembly) about the promotion, development, expansion, hosting, and fostering of amateur sports, amateur sports programs, and amateur sporting events and tournaments throughout the State. Provides that the recommendations reported by the Commission shall include, among other objectives, supporting and encouraging the development of sports tourism. Expands the membership of the Commission. Makes conforming changes. Effective immediately.

1 | AN ACT concerning State government.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||||||||||||||||||||
5 | Illinois Amateur Sports Commission Act.
| ||||||||||||||||||||||||
6 | Section 5. Illinois Amateur Sports Commission; purpose; | ||||||||||||||||||||||||
7 | duties. | ||||||||||||||||||||||||
8 | (a) The Illinois Amateur Sports Commission is created. | ||||||||||||||||||||||||
9 | (b) The purpose of the Commission is to research, study, | ||||||||||||||||||||||||
10 | and to make recommendations to the Governor and the General | ||||||||||||||||||||||||
11 | Assembly about the promotion, development, expansion, and | ||||||||||||||||||||||||
12 | fostering of amateur sports, amateur sports programs, and | ||||||||||||||||||||||||
13 | amateur sporting events throughout the State. | ||||||||||||||||||||||||
14 | (c) Recommendations made by the Commission shall focus | ||||||||||||||||||||||||
15 | generally on the promotion and encouragement of physical | ||||||||||||||||||||||||
16 | fitness through the participation in amateur sports and | ||||||||||||||||||||||||
17 | amateur sports programs and on the development of local and | ||||||||||||||||||||||||
18 | statewide business opportunities and economic development | ||||||||||||||||||||||||
19 | relating to amateur sports, amateur sports programs, | ||||||||||||||||||||||||
20 | competitions, and events. The recommendations reported by the | ||||||||||||||||||||||||
21 | Commission to the Governor and General Assembly shall include, | ||||||||||||||||||||||||
22 | but are not limited to, the following objectives: | ||||||||||||||||||||||||
23 | (1) To provide workshops, training, and conferences to |

1 | schools and communities throughout the State to increase | ||||||
2 | youth participation in amateur sports and amateur sports | ||||||
3 | programs. | ||||||
4 | (2) To connect public, private, local, and State | ||||||
5 | entities to generate funding for amateur sports programs | ||||||
6 | and to facilitate the communication of information | ||||||
7 | statewide about amateur sports programs and events. | ||||||
8 | (3) To support the development of and investment in an | ||||||
9 | Olympic Training Center in the State. | ||||||
10 | (4) To promote the participation of community amateur | ||||||
11 | sports programs in national and international amateur | ||||||
12 | athletic competitions and events. | ||||||
13 | (5) To encourage the inclusion and participation of | ||||||
14 | persons with disabilities in amateur sports and amateur | ||||||
15 | sports programs.

16 | Section 10. Membership. | ||||||
17 | (a) The Commission shall include the following members: | ||||||
18 | (1) Four members appointed by the Governor who have | ||||||
19 | recognized experience in promoting, organizing, or | ||||||
20 | administering amateur sports programs or other athletic | ||||||
21 | organizations. | ||||||
22 | (2) Two members appointed by the Governor who are | ||||||
23 | Olympians and who participated in youth sports. | ||||||
24 | (3) One member of the Senate appointed by the | ||||||
25 | President of the Senate. |

1 | (4) One member of the Senate appointed by the Minority | ||||||
2 | Leader of the Senate. | ||||||
3 | (5) One member of the House of Representatives | ||||||
4 | appointed by the Speaker of the House of Representatives. | ||||||
5 | (6) One member of the House of Representatives | ||||||
6 | appointed by the Minority Leader of the House of | ||||||
7 | Representatives. | ||||||
8 | (7) One member appointed by the Governor who | ||||||
9 | represents an Illinois high school athletic association. | ||||||
10 | (8) One member appointed by the Governor who | ||||||
11 | represents an Illinois collegiate athletic association. | ||||||
12 | (9) Eleven members appointed by the Governor who shall | ||||||
13 | individually represent one category of the following | ||||||
14 | amateur youth sports, but shall as a group represent all | ||||||
15 | of the following categories of amateur youth sports: | ||||||
16 | (A) Baseball. | ||||||
17 | (B) Basketball. | ||||||
18 | (C) Cheerleading or gymnastics. | ||||||
19 | (D) Cross country running or other track and field | ||||||
20 | sports. | ||||||
21 | (E) Football. | ||||||
22 | (F) Golf. | ||||||
23 | (G) Hockey. | ||||||
24 | (H) Soccer. | ||||||
25 | (I) Softball. | ||||||
26 | (J) Swimming. |

1 | (K) Volleyball. | ||||||
2 | (b) More than 4 members of the General Assembly may be | ||||||
3 | appointed to serve on the Commission as long as the number of | ||||||
4 | members appointed at any time, except during a vacancy, | ||||||
5 | represent equally each of the majority and minority caucuses | ||||||
6 | of each house. | ||||||
7 | (c) The Governor shall select the chairperson of the | ||||||
8 | Council from among the members.
| ||||||
9 | Section 15. Terms; meetings; support; expenses. | ||||||
10 | (a) Each member of the Commission shall be appointed for a | ||||||
11 | 2-year term, or until his or her successor is appointed. The | ||||||
12 | Governor may stagger the members' terms to ensure continuity | ||||||
13 | in the performance of the Commission's responsibilities. | ||||||
14 | (b) The Commission shall meet initially within 30 days | ||||||
15 | after the effective date of this Act, and at least quarterly | ||||||
16 | thereafter, at the times and places in this State that the | ||||||
17 | Commission designates. | ||||||
18 | (c) The Department of Commerce and Economic Opportunity | ||||||
19 | shall provide administrative and other support to the | ||||||
20 | Commission. | ||||||
21 | (d) Members of the Commission shall receive no | ||||||
22 | compensation for their participation, but may be reimbursed by | ||||||
23 | the Department of Commerce and Economic Opportunity for | ||||||
24 | expenses in connection with their participation, including | ||||||
25 | travel, subject to the rules of the appropriate travel control |

1 | board, if funds are available.
| ||||||
2 | Section 20. Reporting. The Commission shall submit a | ||||||
3 | report of its findings, research, and recommendations to the | ||||||
4 | Governor and the General Assembly on or before December 31, | ||||||
5 | 2023 and thereafter on an annual basis.
| ||||||
6 | Section 99. Effective date. This Act takes effect upon | ||||||
7 | becoming law.
