Bill Title: Creates the Public Land Pack and Saddle Animal Access Act. Provides that neither the State nor any person may deny an individual's use of a pack or saddle animal on a trail or road for the purpose of gaining access to public land if the public land has been designated by the State as land upon which such an animal may be used. Provides for exceptions. Provides that nothing in these provisions shall be construed to require or encourage the exclusion of pack or saddle animals from trails developed on public land after the effective date of the Act.

1 AN ACT concerning public land.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the Public
5 Land Pack and Saddle Animal Access Act.
6 Section 5. Definitions. In this Act:
7 "Pack animal" means a beast of burden, such as a horse,
8 mule, donkey, or llama, used as a means of transporting
9 materials.
10 "Public land" means land that is open to the general public
11 and is owned or managed by the State.
12 "Saddle animal" means an animal, such as a horse, that is
13 ridden.
14 Section 10. Access to public land. In maintaining public
15 land, the Department of Natural Resources, or other designated
16 agency, shall preserve and facilitate continued use of and
17 access to public land by pack and saddle animals where such use
18 is currently authorized.
19 Section 15. Trail closure.
20 (a) The Department of Natural Resources, or other
21 designated agency, may implement a reduction in access to a

1 trail by pack and saddle animals under the following
2 conditions:
3 (1) where conditions are not suitable because of
4 significant public safety concerns or where necessary for
5 maintenance; or
6 (2) for reasons related to the mission of the
7 Department of Natural Resources or other designated
8 agency.
9 (b) If a trail closure or other reduction is implemented
10 under this Section, such closure or reduction shall be posted
11 at the trailhead.
12 (c) Nothing in this Section alters or limits the State's
13 authority to implement a temporary emergency closure of a trail
14 or road to pack and saddle animals.
