Bill Title: Amends the Gubernatorial Boards and Commissions Act. Provides that an application for appointment to a gubernatorial board or commission shall include a data field where an applicant shall disclose his or her ethnicity, gender, and disability status for reporting purposes. Provides that by May 1 of each year, the Governor shall file a report with the General Assembly and the Legislative Research Unit detailing (1) the demographic information (ethnicity, gender, and disability status) of each appointment made by the Governor during the prior year, (2) the aggregate demographic information for those persons who applied for an appointment with the Governor's office, but were not appointed during the prior year, and (3) the demographic composition of the gubernatorial appointees on each board, commission, and task force as of the date of the report. Requires the Legislative Research Unit to publish an annual report detailing the demographic composition of the gubernatorial appointees on each board, commission, and task force as of the date of the report.

AMENDMENT TO SENATE BILL 3180
2 AMENDMENT NO. ______. Amend Senate Bill 3180 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Gubernatorial Boards and Commissions Act is
5amended by changing Section 10 and by adding Section 25 as
6follows:
7 (15 ILCS 50/10)
8 Sec. 10. Repository of board and commission membership. The
9Office shall establish and maintain on the Internet a
10centralized, searchable database, freely accessible to the
11public, of information relating to appointed positions on the
12State's boards and commissions.
13 The database shall include, at a minimum:
14 (1) The qualifications for, and the powers, duties, and
15 responsibilities of, each appointed position on each of the
16 State's boards and commissions.

1 (2) The name and term of each current appointed member
2 of a board or commission.
3 (3) Each current vacancy in appointed membership of
4 each of the State's boards and commissions.
5 (4) Information as to how a person may apply for
6 appointment to a board or commission, including a uniform
7 application that may be downloaded and printed or that may
8 be submitted electronically. Such application shall
9 include a data field where an applicant shall disclose his
10 or her ethnicity, gender and disability status for
11 reporting purposes.
12 (5) A link to that section of the Secretary of State's
13 website that allows the public to search Statements of
14 Economic Interest filed with the Secretary of State.

17 Sec. 25. Demographic composition; report. Beginning
18October 1, 2015 and for each year thereafter, the Governor
19shall file a report with the General Assembly and the
20Legislative Research Unit detailing the following information:
21 (1) the demographic information (ethnicity, gender,
22 and disability status) of each appointment made by the
23 Governor between July 1 of the prior year through June 30
24 of the reporting year;
25 (2) the aggregate demographic information for those

1 persons who applied for an appointment with the Governor's
2 office, but were not appointed between July 1 of the prior
3 year through June 30 of the reporting year; and
4 (3) the demographic composition of the gubernatorial
5 appointees on each board, commission, and task force as of
6 June 30 of the reporting year.
7 The Legislative Research Unit shall publish an annual
8report detailing the demographic composition of the
9gubernatorial appointees on each board, commission, and task
10force as of the date of the report.".
