Bill Title: Amends the No Representation Without Population Act. Provides that the demographic data of persons incarcerated in Department of Corrections facilities provided by the Department of Corrections to the State Board of Elections shall be used only as the basis for determining Legislative Districts, Representative Districts, and all local government districts that are based on population (rather than Legislative and Representative Districts).

Amends the No Representation Without Population Act.
