2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Robert Lewis "Bob" Niblack, who passed | ||||||
4 | away on April 28, 2019; and
| ||||||
5 | WHEREAS, Bob Niblack was born in San Francisco, California | ||||||
6 | to Howard and Louise Niblack on February 14, 1928; he grew up | ||||||
7 | in Waukegan, where he graduated high school; he earned a degree | ||||||
8 | in diary technology from the University of Illinois; he served | ||||||
9 | in the United States Army Veterinary Corps; he married Elaine, | ||||||
10 | the mother of his three children, in 1951; she preceded him in | ||||||
11 | death; he later married Joyce; and
| ||||||
12 | WHEREAS, Bob Niblack began his career at Armour & Company | ||||||
13 | as a food research chemist; during this time, he graduated from | ||||||
14 | John Marshall Law School in Chicago; he then practiced as a | ||||||
15 | patent attorney at Armour and then at Abbott Laboratories; at | ||||||
16 | Abbott, he served as Chief Patent & Trademark Counsel for | ||||||
17 | nearly two decades; he then established the law firm of Niblack & | ||||||
18 | Niblack with his wife, Joyce; and

19 | WHEREAS, Bob Niblack was president of the | ||||||
20 | Myeloproliferrrative Neoplasm (MPN) Education Foundation, | ||||||
21 | which was founded by Joyce; after her passing, he continued to | ||||||
22 | serve as director; and

1 | WHEREAS, Bob Niblack enjoyed answering questions, | ||||||
2 | especially about food and pharmaceuticals, and often provided | ||||||
3 | extremely detailed answers; and
| ||||||
4 | WHEREAS, Bob Niblack is survived by his children, Robert | ||||||
5 | Jr. (Karen Morse), Eileen, and James (Elizabeth Rimsza); his | ||||||
6 | granddaughter, Monica Niblack (Bryce Simmer); and his sister, | ||||||
7 | Ellen Frew; therefore, be it

8 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
9 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
10 | Robert Lewis "Bob" Niblack and extend our sincere condolences | ||||||
11 | to his family, friends, and all who knew and loved him; and be | ||||||
12 | it further

13 | RESOLVED, That a suitable copy of this resolution be | ||||||
14 | presented to the family of Bob Niblack as an expression of our | ||||||
15 | deepest sympathy.
