SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Douglas E. "Doug" Allen of Rock
4Island, who passed away on September 20, 2023; and
5 WHEREAS, Doug Allen was born in Los Angeles, California to
6Carl T. and Mona M. (Caylor) Allen on January 11, 1941; he
7served in the United States Navy from 1959 to 1961; he married
8Stephanie "Stevi" Rade in Panama City Beach, Florida on July
923, 1981; and
10 WHEREAS, Doug Allen worked for the Los Angeles City Fire
11Department for 20 years, before retiring as a captain; he then
12worked as a building inspector for Simi Valley in California;
13he became a building inspector for the City of Rock Island when
14he and Stevi moved to the Quad Cities; and
15 WHEREAS, Doug Allen's hobbies included racquetball,
16handball, and golf; he enjoyed spending time with his family
17and keeping up with his grandchildren; and
18 WHEREAS, Doug Allen was preceded in death by his parents;
19and
20 WHEREAS, Doug Allen is survived by his wife, Stevi; his

1children, Carrie Robinson, Jodi (Tom) Cavanaugh, Brent
2(Stephanie) Wimmer, Doug Jr. (Amber) Allen, and Jayson (Erin)
3Wimmer; and his grandchildren, Ciara Cavanaugh, Michael
4Robinson, Timothy Cavanaugh, Kylie Wimmer, Matthew Allen, Cole
5Wimmer, Sean Wimmer, Christopher Wimmer, Lucas Wimmer, Emery
6Allen, and Brooklyn Allen; therefore, be it
7 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9Douglas E. "Doug" Allen and extend our sincere condolences to
10his family, friends, and all who knew and loved him; and be it
