SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Dr. John F. "Jack" Gilligan of
4Groveland, who passed away on December 15, 2023; and
5 WHEREAS, Dr. Gilligan was born to John and Eve Gilligan in
6Gloucester, Massachusetts on August 2, 1938; he earned degrees
7and certifications from Stonehill College, the University of
8Anger, France, Fairfield University, the University of Idaho,
9and the University of Illinois School of Medicine, Chicago; he
10completed advanced studies at the University of Paris, the
11Pontifical Gregorian University, Rome, the University of
12Maine, and the University of Wisconsin; he married Diana Jean
13on December 15, 1978; and
14 WHEREAS, Dr. Gilligan was a licensed clinical psychologist
15who maintained a private clinical practice; he also worked as
16an assistant professor and associate director at the
17University of Idaho; he later became the chief clinical
18psychologist and director of Clinical Services at the Tazwood
19Center for Human Services in Pekin, Illinois; he became
20executive director of the Human Service Center in Peoria in
211979, serving in this role until 1987; he then worked as the
22president and chief executive officer of Fayette Companies and
23its seven subsidiaries until his retirement in 2004; he

1returned to this role for a brief period in 2013, retiring in
22014; he was dedicated to serving those in central Illinois
3afflicted with mental health illness and drug and alcohol
4addiction; and
5 WHEREAS, Dr. Gilligan developed a combination of
6non-for-profit and for-profit enterprises and was chairman of
7many local boards; he was a founding member and past
8vice-chairman of the Leadership Development Center, where he
9provided managerial training and consultation to managers
10representing more than 200 of the Fortune 500 corporations; he
11was a board member and vice president of the Drug Prevention
12Network of the Americas; he was appointed by two governors to
13the Illinois State Advisory Council on Alcoholism and Other
14Drug Dependency, and he served as chairman of its Prevention
15Committee; through Fayette Companies, he created the John F.
16Gilligan Community-Based Psychiatry Fund in order to fulfill
17his dream of utilizing funds his company generated to improve
18the lives of those in central Illinois through the creation of
19a national model to dramatically change behavioral health
20care; and
21 WHEREAS, Dr. Gilligan published numerous professional
22research articles and presentations; he was the author of The
23Soul of America: Essays on the Fourth of July and The American
24Revolution 1607-1801: A Cultural History for Teachers,

1Parents, and Children; he co-authored The Library of Congress:
2An Embodiment of the American Identity with Congressman Ray
3LaHood and The Adversity Challenge with Charles Stoner; more
4than 200 of his editorials, essays, and comments appeared in
5the Peoria Journal Star, the Chicago Tribune, the Chicago Sun
6Times, and the Wall Street Journal; and
7 WHEREAS, Dr. Gilligan received countless awards,
8recognitions, and proclamations throughout his life; he was
9recognized locally, nationally, and globally; and
10 WHEREAS, Dr. Gilligan enjoyed reading, writing, running,
11spending time with family, speaking Italian with his grandson,
12and traveling; he was a true renaissance man, a seeker of
13knowledge and truth, a man of conviction and virtue, a
14community builder, and a lifelong learner; he made even the
15most mundane activities fun and created deep connections with
16those around him; and
17 WHEREAS, Dr. Gilligan was preceded in death by his parents
18and his wife; and
19 WHEREAS, Dr. Gilligan is survived by his daughter, Debbie
20(Steve) Martin; his grandchildren, Michael Baugh, Connor James
21Martin, and Megan Martin; his aunt, Kate (Ted) Langs; and his
22nephews, Michael (Kim) Langs and Ted (Lois) Langs; therefore,

3ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
4Dr. John F. "Jack" Gilligan and extend our sincere condolences
5to his family, friends, and all who knew and loved him; and be
