1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Jack R. Milbourn, who passed away on | ||||||
4 | August 23, 2020; and
| ||||||
5 | WHEREAS, Jack Milbourn was born near Marshall to Emory | ||||||
6 | "Bud" and Gertrude (Layton) Milbourn on October 24, 1936; he | ||||||
7 | was raised in Paris with his brothers, Jim and Bill, and | ||||||
8 | graduated from Paris High School; he later moved to | ||||||
9 | Indianapolis, Indiana to begin his training and career in the | ||||||
10 | orthotics industry; and
| ||||||
11 | WHEREAS, Jack Milbourn excelled in his field and became a | ||||||
12 | certified orthotist; he served his country in the Army National | ||||||
13 | Guard as a medic; he moved to Springfield in 1969 and founded | ||||||
14 | the Illini Brace and Limb Company and provided orthotic | ||||||
15 | services to thousands of patients in central Illinois; he | ||||||
16 | received two patents for orthopedic devices he invented; and

17 | WHEREAS, Jack Milbourn was a loving husband, father, and | ||||||
18 | grandfather; he loved helping others and had a generous, giving | ||||||
19 | heart; he enjoyed music and travel; he earned his pilot's | ||||||
20 | license and enjoyed flying, scuba diving, and boating; he was | ||||||
21 | deeply committed to his faith and was active in several | ||||||
22 | churches during his life, including Calvary Church and |

1 | Restoration Church; and
| ||||||
2 | WHEREAS, Jack Milbourn is survived by his wife, Janet; two | ||||||
3 | sons; a stepson; a stepdaughter; and grandchildren; therefore, | ||||||
4 | be it

5 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
6 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
7 | Jack R. Milbourn and extend our sincere condolences to his | ||||||
8 | family, friends, and all who knew and loved him; and be it | ||||||
9 | further
| ||||||
10 | RESOLVED, That a suitable copy of this resolution be | ||||||
11 | presented to the family of Jack Milbourn as an expression of | ||||||
12 | our deepest sympathy.
