    A CONCURRENT RESOLUTION urging INDOT to erect a memorial in honor of State Trooper Scott Patrick.

    Whereas, Scott Alan Patrick joined the Indiana State Police in 2000;

    Whereas, in the early morning hours of December 22, 2003, at a time when Trooper Patrick's wife Melissa Patrick was pregnant with their first child Isaac, Trooper Patrick was dispatched to assist a stranded motorist near the Grant Street exit of Interstate 80/94 near Gary;

    Whereas, arriving at the scene, Trooper Patrick found the driver walking away from the car, instructed him to stop and began to search him for weapons, whereupon a struggle ensued;

    Whereas, in the course of the struggle, the driver drew a gun and fired twice at Trooper Patrick, striking him once in the chest above his bullet-resistant vest;

    Whereas, although fatally wounded, Trooper Patrick was able to return fire and radio for assistance, before passing away while in surgery at Northlake Methodist Hospital a short time later;

    Whereas, thanks to Trooper Patrick's courage and endurance, an assisting trooper was able to arrive in time to prevent the shooter's escape and arrest him, a convicted drug dealer in Illinois out of the state in violation of his parole, which arrest ultimately lead to his conviction for the murder of Trooper Patrick in 2006; and,


    Whereas, in Trooper Patrick's honor, Indiana State Road 10 between Wheatfield and Demotte has been named the "Trooper Scott A. Patrick Memorial Highway," and his wife Melissa has established the Trooper Scott Patrick Flag Foundation: Therefore

Be it resolved by the House of Representatives

of the General Assembly of the State of Indiana,

the Senate concurring:


    SECTION 1. That the Indiana General Assembly honors Trooper Scott. A Patrick for his service and final sacrifice on behalf of the people of Indiana.
    SECTION 2. That the General Assembly urges the Indiana Department of Transportation to erect a memorial to Trooper Patrick at the Grant Street exit ramp of Interstate 80/94 near Gary.
    SECTION 3. That the Principal Clerk of the House of Representatives transmit a copy of this resolution to Melissa Patrick.
