A SENATE RESOLUTION urging the Environmental Quality Service Council to conduct a study of the structure and functions of the state solid waste management districts.

MADAM PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION urging the Environmental Quality
Service Council to conduct a study of the structure and functions of the
state solid waste management districts.
Whereas, Solid waste management districts were
established in Indiana in 1990, and their powers, duties, and
functions have evolved over time;
Whereas, The needs of the citizens of Indiana relative to
solid waste management have evolved over time; and
Whereas, Inconsistencies in funding and services
provided among the districts have led to a disparity in
service to the citizens of Indiana, Therefore:
SECTION 1. That the Environmental Quality Service Council is
urged to conduct a comprehensive study of the structure and functions
of state solid waste management districts, including the services
currently provided by the districts; funding of the districts; current and
future solid waste disposal capacity; and the role that state and local
government should have in providing solid waste services to the
citizens of Indiana.
SECTION 2. That the Environmental Quality Service Council
report its findings, including recommendations for restructuring
existing laws related to the structure and functions of solid waste
management districts, to the General Assembly before January 1, 2012.
SECTION 3. That copies of the resolution be transmitted by the Secretary of the Senate to the Chair of the Environmental Quality Service Council.
