An Act to protect victims of unlicensed debt collection activity.



                Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

 

Section 1. 

 

Section 28 of Chapter 93 of the Massachusetts General Laws is hereby amended by adding at the end thereof the following:-

 

“Any person who engages in the business of debt collection without a license shall be liable in restitution to any person collected against, and all other persons similarly situated to such person who the court certifies are members of a class under  section 9 of chapter 93A, for any money or property obtained as a result of such unlicensed debt collection activity in addition to any other damages allowed by law.”
