HOUSE BILL NO. 4742

A bill to amend 1936 (Ex Sess) PA 1, entitled

"Michigan employment security act,"

(MCL 421.1 to 421.75) by adding section 68.

the people of the state of michigan enact:

Sec. 68. (1) Not later than 180 days after the effective date of the amendatory act that added this section, the unemployment agency shall create an immobilization and demobilization plan to address surges in claims for unemployment benefits. The unemployment agency shall review and update the immobilization and demobilization plan each year as necessary. The immobilization and demobilization plan must, at a minimum, do all of the following:

(a) Include all of the following:

(i) Plan activation criteria and procedures.

(ii) Recovery plan phases.

(iii) Strategies to mitigate service disruption during surges in claims for unemployment benefits.

(b) Identify, define, and document the unemployment agency's essential functions.

(c) Identify the functions, operations, and resources necessary to ensure the continuation of the unemployment agency's mission.

(d) Identify a position within the unemployment agency that is responsible for the development, approval, and annual review of the plan.

(2) Not later than 180 days after the effective date of the amendatory act that added this section, the unemployment agency shall submit the immobilization and demobilization plan created under subsection (1) to the legislature.
