A bill to amend 1976 PA 451, entitled
"The revised school code,"
(MCL 380.1 to 380.1852) by adding section 1242.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1242. The department shall develop or adopt, and
implement, a safer schools program to develop effective policies
and procedures, training, and community and interagency involvement
that must include, but is not limited to, all of the following:
(a) Prevention and mitigation policies and procedures to
increase the safety and well-being of pupils and staff and to
create a safe and supportive learning environment.
(b) Policies and procedures that include positive behavior
intervention supports and programs to improve the culture and
climate of schools.
(c) Policies and procedures that equip school leaders with all
the vital resources, information, and expectations to create a
comprehensive safety plan and response protocols for any emergency
situation, including natural disasters, violent incidents, and
terrorist acts.
(d) Assistance for schools in the development of an all-
hazards response plan.
(e) Policies and procedures to assist schools in providing a
caring and supportive school environment so that pupils and staff
can return to learning and teaching as quickly as possible.
(f) A system of supports with community social service
agencies and local first responders to reinforce the cycle of
safety planning and restore the social, emotional, and
environmental needs of pupils and staff.
Enacting section 1. This amendatory act takes effect 90 days
after the date it is enacted into law.
