HOUSE BILL No. 6570

 

November 17, 2010, Introduced by Reps. Lisa Brown and Gonzales and referred to the Committee on Great Lakes and Environment.

 

     A bill to require the department of energy, labor, and

 

economic growth to conduct a study concerning low-carbon fuel

 

standards, renewable fuels, vehicle electrification, and related

 

subjects; and to repeal acts and parts of acts.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1. (1) The department of energy, labor, and economic

 

growth, in cooperation with relevant university partners, shall

 

conduct a study to evaluate all of the following:

 

     (a) How a state low-carbon fuel standard would encourage the

 

development of electric vehicle charging infrastructure and new

 

renewable fuels, as well as other low-carbon transportation fuels,

 

within this state.

 

     (b) The potential for vehicle electrification and other low-

 

carbon fuels to create jobs and reduce carbon emissions within this


 

state.

 

     (c) Potential ways to meet varying low-carbon fuels targets.

 

     (2) The study under subsection (1) shall consider the findings

 

of all of the following:

 

     (a) The midwestern governors association low carbon fuel

 

standard advisory group.

 

     (b) "The Macroeconomic Impact of the Michigan Climate Action

 

Council Climate Action Plan on the State's Economy," by Drs. Steven

 

Miller, Dan Wei, and Adam Rose (January 4, 2010).

 

     (c) Other relevant studies.

 

     (3) By February 1, 2011, the department of energy, labor, and

 

economic growth shall submit to the legislature a report on its

 

study under subsection (1).

 

     (4) This act is repealed effective June 1, 2011.
