SUBSTITUTE FOR

 

SENATE BILL NO. 548

 

 

 

 

 

 

 

 

 

 

 

 

     A bill to amend 1976 PA 451, entitled

 

"The revised school code,"

 

(MCL 380.1 to 380.1852) by adding section 1210.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 1210. (1) For a school district, intermediate school

 

district, or public school academy to be eligible to receive funds

 

from the enhanced Michigan education savings accounts under the

 

enhanced Michigan education savings program act, part 2 of 2000 PA

 

161, MCL 390.1487 to 390.1499, not later than March 1, 2018 and

 

thereafter, at least 6 months before the start of each school year,

 

the board of a school district or intermediate school district or

 

board of directors of a public school academy shall submit to the

 

department and the department of treasury, in the form and manner

 


prescribed by the department and the department of treasury, all of

 

the following information:

 

     (a) A complete listing of all services to be provided to

 

pupils by the school district, intermediate school district, or

 

public school academy, broken down by subject-specific core

 

instructional courses and services, noncore instructional courses

 

and services, extracurricular activities, support activities, costs

 

and fees, and course materials. The board or board of directors, or

 

its designee, shall map each of the services to the funding sources

 

for the service.

 

     (b) A breakdown of the direct costs and fully burdened costs

 

to the school district, intermediate school district, or public

 

school academy for providing each of the services listed in

 

subdivision (a).

 

     (c) Any other information requested by the department of

 

treasury related to services provided to pupils by the school

 

district, intermediate school district, or public school academy.

 

     (2) The department and a school district, intermediate school

 

district, or public school academy that is eligible to receive

 

funds from the enhanced Michigan education savings accounts under

 

subsection (1) shall ensure that parents have access to information

 

on the direct costs and fully burdened costs of each service.

 

     (3) At least 6 months before the start of each school year, a

 

school district, intermediate school district, or public school

 

academy that is eligible to receive funds from the enhanced

 

Michigan education savings accounts under subsection (1) shall

 

provide to parents clear information on which eligible services are


available from the school district, intermediate school district,

 

or public school academy.

 

     (4) As used in this section, "eligible service" means a

 

service that may be purchased using an enhanced Michigan education

 

savings account, as prescribed by the department under the enhanced

 

Michigan education savings program act, part 2 of 2000 PA 161, MCL

 

390.1487 to 390.1499.

 

     Enacting section 1. This amendatory act does not take effect

 

unless all of the following bills of the 99th Legislature are

 

enacted into law:

 

     (a) Senate Bill No. 544.

 

     (b) Senate Bill No. 549.
