SUBSTITUTE FOR
SENATE BILL NO. 692
A bill to amend 1954 PA 116, entitled
"Michigan election law,"
(MCL 168.1 to 168.992) by adding section 931a.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 931a. (1) A person shall not, either directly or
indirectly, give, lend, or promise valuable consideration to or for
any person as a reward for voting or refraining from voting.
(2) A person shall not, for the person's own benefit or on
behalf of any other person, accept, receive, agree, or contract for
valuable consideration for 1 or more of the following:
(a) Registering to vote or agreeing to register to vote.
(b) Refraining or agreeing to refrain from registering to
vote.
(c) Voting, agreeing to vote, or voting in a particular manner
relative to a candidate or ballot question.
(d) Refraining or agreeing to refrain from voting at an
election.
(3) A person who violates this section is guilty of a felony
punishable by imprisonment for not more than 5 years or a fine of
not more than $5,000.00, or both, for each violation.
(4) As used in this section:
(a) "Person" means a business, individual, proprietorship,
firm, partnership, joint venture, syndicate, business trust, labor
organization, company, corporation, association, committee, or any
other organization or group of persons acting jointly.
(b) "Valuable consideration" means that term as defined in
section 931.
Enacting section 1. This amendatory act does not take effect
unless Senate Bill No. 693 of the 95th Legislature is enacted into
law.
