SUBSTITUTE FOR
SENATE BILL NO. 761
A bill to provide appropriations for capital outlay projects
and various state departments and agencies; to provide for the
expenditure of the appropriations; and to impose certain conditions
on appropriations.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
PART 1
LINE-ITEM APPROPRIATIONS
Sec. 101. Subject to the provisions of this act, there is
appropriated from the general fund of the state for capital outlay
projects and various state departments and agencies for the fiscal
year ending September 30, 2015 as follows:

PART 2
PROVISIONS CONCERNING APPROPRIATIONS
GENERAL SECTIONS
Sec. 201. Subject to the provisions of this act, there is
appropriated from the general fund of the state for capital outlay
projects for the fiscal year ending September 30, 2015, the sum of
$2,900.00. State appropriations paid to local units of government
are $1,700.00.
Sec. 202. The appropriations made and expenditures authorized
under this act and the departments, commissions, boards, offices,
Senate Bill No. 761 as amended December 11, 2014
and programs for which appropriations are made under this act are
subject to the management and budget act, 1984 PA 431, MCL 18.1101
to 18.1594.
CAPITAL OUTLAY
Sec. 301. Pursuant to section 242 of the management and budget
act, 1984 PA 431, MCL 18.1242, planning authorizations for studies
and initial plans for new capital outlay projects shall not be
considered a commitment on the part of the legislature to
appropriate funds for the completion of plans or construction of
any project based on the studies or planning documents.
Construction authorizations for projects authorized for planning in
this act shall be contingent upon the state's ability to fund debt
service costs for those projects in the future.
Sec. 302. The scope and cost to construct the Kalamazoo Valley
Community College - healthy living campus, initially authorized for
construction in 2014 PA 34, is hereby increased by $948,600.00 to a
revised total authorized cost of $26,573,800.00 (Kalamazoo Valley
Community College share is decreased from $19,625,200.00 to
$14,573,800.00; state building authority share is increased from
$5,999,800.00 to $11,999,800.00; state general fund/general purpose
share is $200.00).
<<Sec. 303. The scope and cost to construct the Lake Superior
State University – school of business building, initially authorized
for construction in 2013 PA 102, is hereby increased by $1,500,000.00
to a revised total authorized cost of $13,500,000.00, (Lake Superior
State University share is increased to $4,500,000.00; state building
authority share is maintained at $8,999,800.00; and state general
fund/general purpose share is maintained at $200.00).>>
