SENATE BILL No. 1384

 

November 27, 2012, Introduced by Senators JOHNSON, GREGORY, YOUNG, SMITH and HOOD and referred to the Committee on Government Operations.

 

 

     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 496.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 496. This state shall reimburse each local government

 

that had an emergency manager approved under the local government

 

and school district fiscal accountability act, 2011 PA 4, MCL

 

141.1501 to 141.1531, for each of the following as determined by

 

the department:

 

     (a) The salary and benefits paid to the emergency manager and

 

his or her staff.

 

     (b) Actual value of all administrative time of the local

 

government dedicated to policies and programs determined by the

 

emergency manager.

 

     (c) Actual value of all administrative time of the local

 

government to undo all policies determined by the emergency

 

manager.
