House Bill 1491

AN ACT TO PROVIDE LEGISLATIVE OVERSIGHT OVER THE MISSISSIPPI HIGH SCHOOL ACTIVITIES ASSOCIATION; TO PROVIDE FOR THE APPOINTMENT OF LEGISLATIVE MEMBERS TO SERVE AS ADVISORS TO THE ASSOCIATION'S EXECUTIVE COMMITTEE AS EX OFFICIO MEMBERS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  There is an increased need for legislative oversight over the operations, procedures and actions of the Mississippi High School Activities Association and its executive committee, the private association that regulates all academic and athletic extracurricular competition activities engaged in by the public schools of this state that have agreed to participate and be governed by the association.

     (2)  (a)  There shall be two (2) legislative advisors to the Mississippi High School Activities Association Executive Committee, one (1) of whom shall be a member of the Senate Education Committee appointed by the Lieutenant Governor, and one (1) of whom shall be a member of the House Education Committee appointed by the Speaker.  The legislative advisors shall serve as ex officio members of the executive committee.

          (b)  Appointments to the review board must be made within thirty (30) days after the effective date of this act.  Within fifteen (15) days after the expiration of the period for making appointments, on a day agreed upon by the legislative advisors and the Executive Director of the Mississippi High School Activities Association, the advisors shall meet the members of the executive committee.  The executive director shall notify the legislative advisors in writing of all meetings at least five (5) days before the date on which a meeting of the executive committee is scheduled.

          (c)  Legislative advisors of the review board shall be reimbursed from the contingent expense fund of their respective house, but only with the specific approval of the Rules Committee of the respective house.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2013.
