A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING THE HONORABLE JUDGE TOBEY BARTEE UPON BEING NAMED PRESIDENT OF THE NATIONAL JUDGES ASSOCIATION FOR THE 2014 TERM.

     WHEREAS, during the annual fall meeting of the National Judges Association Council of State Representatives, which commenced on Wednesday, October 30, 2013, in Gettysburg, Pennsylvania, the Honorable Tobey Bartee, Justice Court Judge of Quitman, Mississippi, was elected to the office of President of the National Judges Association (NJA); and

     WHEREAS, born in DeRidder, Louisiana, to Mr. and Mrs. Emmitt Bartee, Jr., Judge Bartee has lived in Quitman, Mississippi, since he was five years old, and in 1981 graduated from Quitman High School where he served as a drum captain in the school's all-superior band; and

     WHEREAS, the youngest and first African-American judge to serve in Clarke County at the time of his election, Judge Bartee currently serves as City Judge for the Town of Shubuta, Mississippi, an office he has held for the past eight years, serves as the Pro Tempore Judge for the Town of Quitman, and has been a Clarke County Justice Court Judge for the past 18 years; and

     WHEREAS, Judge Bartee was privileged to represent NJA by attending a symposium in Philadelphia in April of 2013 to participate in the National Judicial College's 50th Anniversary Civility Symposium, in which he was commended by NJC President William Dressel for his invaluable input on civility; and

     WHEREAS, as President of NJA, Judge Bartee has established the goal of making nonattorney judges realize the value of their contributions to the judiciary, and to draw national attention as to the number of like judges existing to form the foundation upon which the full judiciary sits; and

     WHEREAS, having dreamed of becoming a judge since childhood, to right the wrongs of the early courts that disenfranchised litigants because of their social, financial or ethnic background, Judge Bartee's inspiration for social equality stemmed from the philosophical ideologies and legacies of Dr. Martin Luther King, Jr., and President John F. Kennedy; and

     WHEREAS, for 25 years Judge Bartee shared the joys of life with his first wife, Hilda Gail Bartee, and two sons, Delunzo and Lance, until her life was summoned for appearance before the Heaven's Magistrate in 2007; and

     WHEREAS, the widower judge once again experienced the enthrallment of love's grandeur when he met and subsequently married Master Sergeant Lynnita Maire Bartee, and together they are the proud parents of three daughters, Kaila, Toni and Lawsyn; and

     WHEREAS, quite the outgoing individual, in addition to his full-time employment as the President of Outreach Health Services, a medical corporation, he also serves as Vice President of the Mississippi Tobacco Coalition for three counties, devotes his spare time as a contributing writer for The Christian News, has served as Sunday School superintendent of his church for the past 25 years, serves on the Board of Directors for the Clarke County 4-H and as a member of the Clarke County Emergency Management Team; and

     WHEREAS, founded in 1979 by judges dedicated to the promotion of the interests of all nonattorney judges, the mission of the National Judges Association is to preserve the existence of the nonattorney judge and to foster improved performance of the traditional duties of nonattorney judges; and

     WHEREAS, it is the policy of this Legislature to recognize and commend excellence of members of the judiciary who demonstrate the professionalism and civility in justice, such as in the administration and presiding of Judge Bartee, whose zealous judicial decorum remains both fair and firm:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate the Honorable Judge Tobey Bartee upon being named President of the National Judges Association for the 2014 term, and extend most sincere wishes for continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Judge Tobey Bartee and to the members of the Capitol Press Corps.
