A CONCURRENT RESOLUTION COMMENDING THE DOWNTOWN TUPELO MAIN STREET ASSOCIATION AND THE MISSISSIPPI DEPARTMENT OF ENVIRONMENTAL QUALITY FOR THEIR OUTSTANDING EFFORTS IN SUCCESSFULLY TRANSFORMING A CONTAMINATED FORMER DRY CLEANING SITE INTO THE POPULAR DOWNTOWN FAIRPARK DISTRICT IN TUPELO, MISSISSIPPI, AND CONGRATULATING THEM FOR THEIR RECEIPT OF A PHOENIX AWARD IN RECOGNITION OF THIS IMPORTANT WORK.

     WHEREAS, the City of Tupelo discovered from environmental studies conducted in 2000 that the soil and groundwater beneath a former dry cleaning site in downtown Tupelo was contaminated; and

     WHEREAS, in 2003, the Downtown Tupelo Main Street Association applied to the Mississippi Department of Environmental Quality for Targeted Brownfield Assessment assistance; and

     WHEREAS, the Mississippi Department of Environmental Quality was able to develop a strategy for the completion of the environmental assessment, securing of liability protection, and redevelopment of the site in a manner that was protective of human health and the environment; and

     WHEREAS, the Fairpark District was constructed at the site and now includes the Renasant Center for Ideas, serving the community as a regionally based business incubator; the Tupelo Automobile Museum; City Hall, serving as the centerpiece of the Fairpark District; City Park, with its dancing fountain that attracts children and families from all over; and a variety of upscale retail and small businesses that blend modern amenities with the architectural character and scale of a traditional small city; and

     WHEREAS, a regional Phoenix Award was presented to the Downtown Tupelo Main Street Association and the Mississippi Department of Environmental Quality for their outstanding efforts to transform a contaminated former dry cleaning site into the popular downtown Fairpark District; and

     WHEREAS, it is the policy of this Legislature to commend and congratulate those organizations that help to improve their community and the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend the Downtown Tupelo Main Street Association and the Mississippi Department of Environmental Quality for their excellent technical expertise and outstanding efforts to convert a contaminated downtown location into a premier downtown attraction and center for civic activities in Tupelo, Mississippi, and we congratulate them for their receipt of a prestigious Phoenix Award for this important work.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the Downtown Tupelo Main Street Association, the Mississippi Department of Environmental Quality and to the members of the Capitol Press Corps.
