A RESOLUTION COMMENDING AND CONGRATULATING BILL RICHARDSON OF OLDE TOWNE MIDDLE SCHOOL IN MADISON, MISSISSIPPI, FOR HIS CONTINUED DISPLAY OF DISTINGUISHED EXCELLENCE IN TEACHING.

     WHEREAS, Bill Richardson, a veteran educator and STEM instructor at Olde Towne Middle School in the Madison County School District is an accomplished and exceptional individual with many honors and recognition who has made great strides in achieving excellence in education; and

     WHEREAS, a master teacher of economics, Mr. Richardson, who is certified in history, STEM and K-12 administration, has taught middle and high school for more than 11 years, in addition to having taught on the community college level as an adjunct instructor at Holmes Community College for four years; and

     WHEREAS, with passion for STEM curricula, he has sponsored the OTMS Radio and Technology Club for the past seven years, teaching students under his tutelage and mentorship about radio communication, robotics and basic electronics; and

     WHEREAS, Olde Towne's Teacher of the Quarter in 2012/2013, chair of the school's computer and technology department and lead Technology Student Association (TSA) sponsor, he is considered by his colleagues to be a natural teacher who has made remarkable feats in imparting his knowledge into and gauging the interests of his students; and

     WHEREAS, an extraordinary teacher with a keen understanding of his subject areas of instruction, Mr. Richardson incorporates a variety of creative teaching methods in the classroom which tie the black and white letter of instruction to hands-on, practical demonstrations, as made evident by having launched three near-space balloons loaded with science experiments which achieved altitudes in excess of 90,000 feet, and one of which gathered a rare glimpse of a cosmic particle collision, and operating a full-functioning amateur radio station in his classroom which allows students to communicate with Japan, Australia, Ireland and many other countries; and

     WHEREAS, equipped with certificates for graduating from teacher institutes on wireless technology and space communications in the classroom and remote sensing, Mr. Richardson was privileged to take nine students to the 2013 TSA national competition where more than 239 teams competed and two Olde Towne students placed in the top 10; and

     WHEREAS, for his committed devotion to technology and communication instruction, he has received grants from the Amateur Radio Relay League (ARRL) to support his in-classroom OTMS Radio Station, for the purchase of a radio buoy to study water and atmosphere conditions in local bodies of water, and the purchase of a remotely operated underwater vehicle to study engineering processes, buoyancy, ship design, water sampling and microprocessor control; and

     WHEREAS, never allowing a teachable moment to slip away, Mr. Richardson, who focuses his instruction on electronics technology, engineering process design, 3D CAD, aeronautics and design problem solving, has been published in many newspapers and magazines and has won community school grants from Nissan; and

     WHEREAS, in addition to his academic instructional duties, Mr. Richardson also finds time to devote to coaching the Ridgeland High School Archery Team while undergoing the rigorous coursework to receive national certification by the National Board of Professional Teaching Standards, as well as serving as a mentor teacher for STEM in Madison County Schools and preparing to serve as a national level co-instructor for the ARRL Teacher Institute on Remote Sensing during Summer 2014; and

     WHEREAS, it is the policy of the House of Representatives to pay special recognition to such an outstanding educator as Bill Richardson, whose talent as an educator to better the lives of the children of our state, who are its future, is the true epitome of selfless service to his fellowmen which all may look to for inspiration:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Mr. Bill Richardson, of Olde Towne Middle School in Madison for his continued display of distinguished excellence in teaching and express best wishes for continued success in all of his future professional and personal endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Bill Richardson, Olde Towne Middle School and to the members of the Capitol Press Corps.
