A RESOLUTION COMMENDING COLONEL RANDY C. GINN UPON THE OCCASION OF HIS RETIREMENT AS COLONEL/DIRECTOR OF THE MISSISSIPPI HIGHWAY PATROL AND ASSISTANT COMMISSIONER OF THE MISSISSIPPI DEPARTMENT OF PUBLIC SAFETY.

     WHEREAS, after many years of outstanding service and dedication to the State of Mississippi, Colonel Randy C. Ginn is retiring from his position as Colonel/Director of the Mississippi Highway Patrol and Assistant Commissioner of the Mississippi Department of Public Safety on January 31, 2024; and

     WHEREAS, as a graduate of Cadet Class 45 on December 18, 1987, Colonel Ginn, prior to serving as Colonel/Director of the Mississippi Highway Patrol and Assistant Commissioner of the Mississippi Department of Public Safety, served in various positions such as Lieutenant Colonel/Deputy Director of the Mississippi Highway Patrol; Special Agent and Supervisory Special Agent for the Mississippi Bureau of Investigation; Executive Officer, Troop G; Captain, Troop G; Major, Central Region Enforcement; and Director of Ecite; and

     WHEREAS, since July 1, 2020, Colonel Ginn has served as Colonel/Director of the Mississippi Highway Patrol and Assistant Commissioner of the Mississippi Department of Public Safety, where he oversees the Mississippi Highway Patrol, the Mississippi Bureau of Investigation, the Mississippi Law Enforcement Officers' Training Academy, and Administrative Operations for the Mississippi Highway Patrol; and

     WHEREAS, in addition, Colonel Ginn is a graduate of the University of Mississippi, where he earned a bachelor's degree in public administration, and he is also a graduate of the 43rd Session of the FBI Academy National Executive Institute, and the 234th Session of the FBI National Academy; and

     WHEREAS, Colonel Ginn was recognized as Troop G Trooper of the Year in 1990, and Mississippi Bureau of Investigation Trooper of the Year in 2001, and throughout his career in law enforcement and public safety, he has faced dangerous situations each day that demanded he put his life on the line, and each time the call came, he fearlessly and bravely rushed into perilous predicaments and responded to a variety of emergency events; and

     WHEREAS, outside of his distinguished career, Colonel Ginn is married to his wife, Mrs. Rhonda Ginn, and they have two children, Andrew Ginn and Jordan McCoy, and three grandchildren, Shepherd, Greta and Laney; and

     WHEREAS, Colonel Ginn has been an exceptional and

meritorious leader, and his indomitable grit, dexterous abilities and passionate determination will be dearly missed by all of his colleagues and others who were fortunate to have the opportunity to work with him and experience his greatness; and

     WHEREAS, it is the policy of the House of Representatives to pay tribute to great, heroic Mississippians such as Colonel Ginn, whose extraordinary leadership, dauntless fortitude and unwavering duty to protect and serve will always be remembered:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend Colonel Randy C. Ginn for his distinguished career, meritorious leadership and outstanding service upon the occasion of his retirement, and extend sincere wishes for his continued success in the lighter days ahead.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Colonel Randy C. Ginn and to the members of the Capitol Press Corps.
