House Resolution 67

A RESOLUTION COMMENDING THE MISSISSIPPI CONGRESSIONAL DELEGATION FOR ITS LEADERSHIP OPPOSING DR. SKYE McDOUGALL'S APPOINTMENT AS SOUTHEAST REGIONAL VA HEALTH CENTER DIRECTOR AND URGING THE DELEGATION TO CONTINUE THEIR PURSUIT OF A QUALIFIED REPLACEMENT.

     WHEREAS, "our debt to the heroic men and the valiant women in the service of our country can never be repaid, they have earned our undying gratitude, America will never forget their sacrifices"; and

     WHEREAS, mindful of their sacrifices and indebted to the men and women of the armed services, the Mississippi House of Representatives must stand in support of its congressional delegation, and vehemently stand in opposition to the appointment of Dr. Skye McDougall as Director the Southeast VA Health Care Network; and

     WHEREAS, as Regional Director of the South Central VA Health Care Network, America's veterans in Southern California waited an average of 48 days for a doctors appointment, with some heroes waiting as long as six months to receive medical care; and

     WHEREAS, on March 13, 2015, Regional Director Dr. McDougall testified before the United States House of Representatives Committee on Veterans' Affairs, she declared, in opposition to the truth, that wait times averaged only four days; and

     WHEREAS, this error represents either an intentional attempt to mislead the United States Congress or evidence of gross negligence on the part of Dr. McDougall while she served as the Director of the South Central VA Health Care Network; and

     WHEREAS, this testimony, coupled with a history of failed leadership in the VA, casts serious and substantial doubt as to whether she is equipped to provide the best care for our nation's veterans; and

     WHEREAS, after leaving the South Central Care Network, Dr. McDougall was appointed to direct the Southwest Regional Network; however, common consensus found that she was not an appropriate fit there, and Senator John McCain personally opposed her appointment finding her service and her record suspect, leading to her subsequent assignment to the Southeast Network; and

     WHEREAS, it is the policy of the House of Representatives to pursue the best interest of the State of Mississippi, accordingly, Mississippi's best interest is not served by Dr. McDougall, who was unfit to direct the South Central VA Network, and was unfit to direct the Southwest Regional Network, based upon these undeniable truths she is similarly unfit to serve as the Southeast Regional Network Director, where veterans face the same challenges of the regions where Dr. McDougall's leadership has already failed:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the Mississippi Congressional Delegation upon their opposition to the appointment of Dr. Skye McDougall as Southeast Regional VA Health Center Director, and urge them to continue their pursuit of a qualified candidate to serve the veterans of the Southeast VA Network.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Secretary of Veterans Affairs, Robert A. McDonald, to the members of the Mississippi Congressional Delegation, the Speaker of the United States House of Representatives, the President of the United States Senate and to the members of the Capitol Press Corps.
