A RESOLUTION COMMENDING REPRESENTATIVE JOSEPH LAWRENCE WARREN FOR HIS MANY YEARS OF OUTSTANDING AND DEDICATED SERVICE TO THE PEOPLE OF THE STATE OF MISSISSIPPI AND WISHING HIM WELL UPON HIS RETIREMENT.
WHEREAS, the distinguished gentleman from Mount Olive, Mississippi, Representative Joseph Lawrence Warren, an honored and cherished member of the Mississippi House of Representatives, completed 36 years of consecutive service as a member of the House of Representatives from District 90, formerly District 91 at the time of his initial election, which includes portions of Covington, Forrest, Jefferson Davis, Marion and Simpson Counties; and
WHEREAS, Representative Warren, who was born on May 31, 1952, in Magee and grew up in Mount Olive, Mississippi, attended Mount Olive High School and furthered his postsecondary education by matriculating at the University of Southern Mississippi, earning a bachelor of science degree before earning his juris doctorate from Mississippi College School of Law, which afforded him the distinct privilege of hanging his shingle that would be the birth of a successful law practice after his admission to the Mississippi Bar Association, establishing himself as a learned and reputable attorney; and
WHEREAS, Joe began his service as a legislator when he was elected to the Mississippi House of Representatives in the 1979 statewide general election, taking the oath of office at the commencement of the 1980 Regular Session of the Mississippi Legislature; and
WHEREAS, gaining stature as a gentleman, a scholar and a true statesman, the novice freshman lawmaker earned the respect of his fellow colleagues and rose to serve in the position of Vice Chairman of the Judiciary A Committee at the onset of his third legislative term in 1988, to his appointment in 1992 as Vice Chairman of the Rules Committee, and subsequent appointments to the chairmanship positions of the House Committees on Juvenile Justice, Education, Rules and Local and Private Legislation in 1996, 2000, 2005 and 2013 respectively, each committee which he zealously led with much deference and bipartisan participation; and
WHEREAS, over the course of his storied legislative career Chairman Warren's diligence and devotion to the office to which he was elected has been fueled by the desire to make the quality of life better for his immediate constituency base and the entire citizenry of the Hospitality State, as he has endeavored prolifically to effectuate substantial, systematic and progressive change through his participation on the committees to which he was assigned, including: Agriculture; Apportionment and Elections; Appropriations; Banking and Financial Services; Constitution; County Affairs; Education; Fees and Salaries of Public Officers; Forestry; Highways and Highway Financing (now Transportation); Investigate State Offices; Joint Legislative Compilation, Revision and Publication; Joint Legislative Reapportionment and Congressional Redistricting; Judiciary A; Judiciary B; Juvenile Justice; Local and Private Legislation; Oil, Gas and Other Minerals; Public Property (formerly Public Buildings, Grounds and Lands); Public Utilities; and Rules; and
WHEREAS, Representative Warren's love and deeply felt respect for the Legislature as a hallowed institution has led him to fight to preserve and nurture its integrity, becoming a guardian of this democratic institution during a time in Mississippi's history when the diversity of the House membership expanded to include meaningful participation by women, African Americans, Republicans and Democrats alike, who equally hold a lion's share in the stake of advancing the direction of the state's economic, educational and political climate; and
WHEREAS, apart from his proprietary endeavors as a shrewd barrister, ardent agricultural farmer and resourceful licensed real estate salesman, Chairman Warren has a faithful affiliation with the Presbyterian Church, as well as associations with the Covington County Chamber of Commerce, Covington County Cattlemen's Association, Farm Bureau, Mississippi Bar Association and the Covington County Forestry Association; and
WHEREAS, a true statesman vetted by the authenticities of the legislative process, Chairman Warren, who holds sacred the bonds of family, endured every triumphant, historic, laughable and daunting moment with the love, support and encouragement of his family: devoted wife, Susan Duckworth Warren; son, Joseph Lott Warren; and daughter, Anna Lee Warren; and
WHEREAS, Chairman Warren has announced that he will retire at the expiration of his present term and the members of the House of Representatives wish to express sincere appreciation to the iconic Mr. Chairman for his dedicated service to the people of the State of Mississippi and for the personal sacrifices he has made on their behalf:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend our friend, colleague and leader, the venerable Chairman, Representative Joseph Lawrence Warren, for all he has meant to the Mississippi House of Representatives and for his unmatched contributions to the people of the State of Mississippi.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Representative Joseph Lawrence Warren and to the members of the Capitol Press Corps.
