AN ACT TO PROHIBIT CONTRIBUTIONS TO A CANDIDATE OR CANDIDATE'S POLITICAL COMMITTEE FOR NONPARTISAN JUDICIAL OFFICE IF THE CONTRIBUTION IS NOT REPORTED AS A CONTRIBUTION BEFORE THE DATE OF THE ELECTION; TO REQUIRE A POLITICAL COMMITTEE OF A CANDIDATE FOR NONPARTISAN JUDICIAL OFFICE TO OPEN A CHECKING ACCOUNT WITH A BANK AND DEPOSIT AND DISBURSE FUNDS TO BE USED IN THE CAMPAIGN FROM THE ACCOUNT; TO PROHIBIT A POLITICAL COMMITTEE OF A CANDIDATE FOR NONPARTISAN JUDICIAL OFFICE FROM BORROWING MONEY; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  No candidate or candidate's political committee for nonpartisan judicial office shall accept a contribution that is not reported under Section 23-15-807 prior to the date of the election for which the candidate is seeking to be elected.

     SECTION 2.  (1)  A political committee of a candidate for nonpartisan judicial office shall open a checking account with a bank.  Funds received from any source to be used in the campaign for a nonpartisan judicial office by the political committee shall be deposited into the checking account and disbursed from it.  

     (2)  No political committee of a candidate for nonpartisan judicial office shall be permitted to borrow money from any bank directly or indirectly or to indorse any note to any bank.

     (3)  As used in this section, "bank" has the same meaning as defined in Section 81-3-1.

     SECTION 3.  Section 2 of this act shall be codified in Title 23, Article 31, Subarticle A, Mississippi Code of 1972.

     SECTION 4.  This act shall take effect and be in force from and after July 1, 2022.
