A CONCURRENT RESOLUTION RECOGNIZING AND COMMENDING DR. STANLEY R. (RANDY) EASTERLING AS PRESIDENT OF THE MISSISSIPPI STATE MEDICAL ASSOCIATION AND FOR HIS PROFESSIONAL, CIVIC AND CHARITABLE LEADERSHIP.

     WHEREAS, Dr. Stanley R. (Randy) Easterling, M.D., is the current President of the Mississippi State Medical Association and has been a leading spokesman in our state regarding the challenges facing physicians in our health care system; and

     WHEREAS, Dr. Easterling has been in the private practice of family medicine and addiction medicine in Vicksburg since 1987.  He holds a Master's degree in Counseling Psychology and worked in addiction psychology for more than five years before completing medical school at the University of Mississippi in 1984; and

     WHEREAS, he completed the family medicine residency program at the University of Alabama in 1987 and was distinguished as the Chief Resident his last year.  Dr. Easterling was first board certified in family medicine in 1987 and became a fellow of the American Academy of Family Medicine in 2005.  He was certified by the American Society of Addiction Medicine in 2002 and was certified by the American Board of Addiction Medicine in 2009.  Dr. Easterling is Medical Director of Marian Hill Chemical Dependency Unit in Vicksburg, Mississippi, 1987 to present; an Emergency Room Physician and Medical Director of the Emergency Department, Park View Regional Medical Center, Vicksburg, Mississippi, 1987-2000; and Emergency Room Physician at West Alabama General Hospital, Northport, Alabama, 1985-1987; and

     WHEREAS, Dr. Easterling has been involved in organized medicine and Mississippi politics for well over a decade.  Prior to his election as Mississippi State Medical Association President, he served on the Mississippi State Medical Association Board of Trustees for seven years and also served as President of the Mississippi Academy of Family Physicians; and

     WHEREAS, Dr. Easterling's civic involvement and leadership is a matter of record:  he was appointed to the Tort Claims Board by Lieutenant Governor Amy Tuck in 2004 and Governor Haley Barbour appointed him to a six-year term on the State Board of Medical Licensure in 2006; he chaired the Mississippi State Medical Association Council on Legislation from 2001 to 2004 and was instrumental in Mississippi's battle to reform the civil justice system in our state; he is President of the Mississippi Professionals Health Program and represents the Mississippi State Medical Association as a delegate to the American Medical Association; he is a member of Psi Chi, National Honor Society for Psychology; American Society of Addictive Medicine; President of West Mississippi Medical Society, 1992; West Mississippi Medical Society; Mississippi Academy of Family Practice; ODK, Men's International Leadership Fraternity; American Medical Association; Mississippi State Medical Association; and

     WHEREAS, Dr. Easterling is an active member of the First Baptist Church in Vicksburg and is past President of the Vicksburg Rotary Club.  He has been a Director of the United Way Board for the last 15 years and has been a physician to the Miss Mississippi Pageant; and

     WHEREAS, Dr. Easterling works closely with the Mississippi State Medical Association Council on Legislation and presently serves as Chair of the Mississippi Medical Political Action Committee.  He is often seen at the State Capitol in Jackson representing Mississippi Physicians and making every effort to safeguard legislation to protect the practice of medicine and advancing healthy care issues for our patients; and

     WHEREAS, he is married to the former Janie Monroe of Louisville, Mississippi, and they have two children:  Matt, who finished law school at Ole Miss this year, and Megan, who lives and works in Birmingham, Alabama; and

     WHEREAS, it is with great pride that we salute the active professional and civic life of this Mississippi physician who brings honor to his profession, his community and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and commend Dr. Stanley R. (Randy) Easterling of Vicksburg, Mississippi, as President of the Mississippi State Medical Association, for his professional, civic and charitable leadership, and extend our best wishes to him and his family in their future successes.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Easterling, forwarded to the Board of Trustees of the Mississippi State Medical Association and made available to the Capitol Press Corps.
