SYNOPSIS

     Provides for receipts for applications for Supplemental Nutrition Assistance Program.

An Act concerning applications for the Supplemental Nutrition Assistance Program and supplementing Title 44 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  A county welfare agency, county board of social services, or other entity that is responsible for receiving an application for benefits from the Supplemental Nutrition Assistance Program, established pursuant to the federal "Food and Nutrition Act of 2008," Pub.L.110-246 (7 U.S.C. s.2011 et seq.), shall provide to the applicant a receipt proving that the application has been filed.  A receipt shall be provided to an applicant, whether the application was submitted in person or electronically. 

     b.    The receipt shall, at a minimum, include the following elements:

     (1)   the date that the application was received;

     (2)   a checklist of all required documents or other verifications related to the application and the date on which each document was received; and

     (3)   a list of all documents or other verifications still needed to complete the application and the date by which each item must be received.

 

     2.    The Commissioner of Human Services shall, in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), adopt any rules and regulations as the commissioner deems necessary to carry out the provisions of this act.

 

     3.    This act shall take effect on the first day of the fourth month next following the date of enactment, except the Commissioner of Human Services may take any anticipatory administrative action in advance as shall be necessary for the implementation of this act.

 

 

STATEMENT

 

     This bill provides for applicants for the Supplemental Nutrition Assistance Program (SNAP, also called food stamps) to receive a receipt when they apply for the program.

     Under the bill, a county welfare agency, county board of social services, or other entity that is responsible for receiving SNAP applications would provide to the applicant a receipt proving that the application has been filed.  The receipt would be provided for applications filed in-person or electronically.

     The receipt would include, at a minimum:

·         the date that the application was received;

·        a checklist of all required documents or other verifications related to the application and the date on which each document was received; and

·        a list of all documents or other verifications still needed to complete the application and the date by which each item must be received.
