SYNOPSIS

     Authorizes special Ancient Order of Hibernians license plate.

An Act concerning special Ancient Order of Hibernians license plates and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Upon proper application, the Chief Administrator of the New Jersey Motor Vehicle Commission shall issue Ancient Order of Hibernians license plates for any motor vehicle owned or leased and registered in the State. In addition to the registration number and other markings or identification otherwise prescribed by law, the Ancient Order of Hibernians license plate shall display appropriate words and an emblem honoring the Ancient Order of Hibernians. The chief administrator in consultation with the New Jersey State Board of Ancient Order of Hibernians shall choose the design, including an emblem and a color scheme.

 

     2.    Application for issuance of an Ancient Order of Hibernians license plate shall be made to the chief administrator on forms and in a manner prescribed by the chief administrator. In order to be deemed complete, an application shall be accompanied by a fee of $50, payable to the New Jersey Motor Vehicle Commission, which shall be in addition to the fee otherwise prescribed by law for the registration of motor vehicles. The chief administrator shall collect annually, subsequent to the year of issuance of the Ancient Order of Hibernians license plate, a $10 fee for the license plate in addition to the fees otherwise prescribed by law for the registration of a motor vehicle.

 

     3.    The chief administrator shall notify eligible motorists of the opportunity to obtain an Ancient Order of Hibernians license plates by including a notice with all motor vehicle registration renewals and by posting appropriate posters or signs in all Motor Vehicle Commission facilities and offices. The notices, posters and signs shall be designed by the commission.

 

     4.    a. The chief administrator annually shall certify to the State Treasurer the average cost per license plate incurred in the immediately preceding year by the Motor Vehicle Commission in producing, issuing, renewing and publicizing the availability of the Ancient Order of Hibernians license plates. The annual certification of the average cost per license plate shall be approved by the Joint Budget Oversight Committee, or its successor.

     b.    In the event that the average cost per license plate as certified by the chief administrator and approved by the Joint Budget Oversight Committee, or its successor, is greater than the $50 application fee established in section 2 of this act in two consecutive fiscal years, the chief administrator may discontinue the issuance of the Ancient Order of Hibernians license plates.

 

     5.    This act shall take effect on the first day of the sixth month after enactment.

 

 

STATEMENT

 

     This bill authorizes an Ancient Order of Hibernians (AOH) license plate. The design of the license plate would be chosen by the Chief Administrator of the New Jersey Motor Vehicle Commission in consultation with the national president of AOH.

     There is a $50 initial fee in addition to the registration fees required by law, with a $10 annual fee in addition to the renewal fees required by law.

     The American AOH is an Irish Catholic men's organization. The AOH was originated in the United States in nineteenth-century New York City by Irish immigrants who banded together in protection of the Catholic Church. The AOH in Ireland was formed in the fourteenth century for many of the same reasons.

     The AOH purposes and goals are to: promote friendship, unity and Christian Charity; foster and sustain loyalty to country and community; aid and advance by all legitimate means the aspirations and endeavors of the Irish people for complete and absolute independence, promoting peace, with justice, and unity for all Ireland; foster the ideals and perpetuate the history and traditions of the Irish people; promote Irish culture and encourage civic participation; encourage an equitable immigration law for Ireland, and to cooperate with all groups for a fair American Immigration Policy; and accept and support, without prejudice, the concept of free expression of religious practice for the people of the world.
