     Designates entire length of New Jersey Route No. 19 in Passaic County as "Congressman William J. Pascrell, Jr. Highway."

An Act designating New Jersey Route No. 19 in Passaic County as the "Congressman William J. Pascrell, Jr. Highway."

 

Whereas, Congressman William J. Pascrell, Jr. has a legacy of public service encompassing four decades; and

Whereas, Upon graduating with a degree in journalism and a Master's degree in philosophy from Fordham University, Congressman Pascrell served in United States Army; and

Whereas, Congressman Pascrell received an honorable discharge from the United States Army in 1967 and began his professional career as a high school teacher in Paramus, New Jersey, where he taught for 12 years; and

Whereas, Congressman Pascrell was appointed to the City of Paterson Board of Education, and served thereafter as President of the Board and was later appointed to the Board of Trustees of Passaic County Community College; and

Whereas, In 1987, Congressman Pascrell was elected to the New Jersey General Assembly where he eventually was elevated to the position of Minority Leader Pro Tempore; and

Whereas, In 1990, Congressman Pascrell was elected Mayor of the City of Paterson, New Jersey; and

Whereas, The Congressman's efforts, both as a Mayor and Assemblyman, were recognized in 1996 as he was named New Jersey's "Mayor of the Year" by his fellow mayors, and "Legislator of the Year" by the New Jersey State Chamber of Commerce; and

Whereas, Congressman Pascrell was elected to the United States House of Representatives and is currently serving his seventh term representing the Eight Congressional District of New Jersey; and

Whereas, As a former member of the House Transportation Committee, Congressman Pascrell has worked to modernize the State's roads, bridges, airports, and mass transit system and has secured federal funding to reconstruct some of New Jersey's most dangerous roads and bridges; and

Whereas, Congressman Pascrell has helped craft legislation to reauthorize federal highway, public transportation, highway safety, and motor carrier safety programs, providing $4.8 billion for New Jersey highways and $2.1 billion towards New Jersey Transit; and

Whereas, Certain projects earmarked for funding include an expansion of rail service between Passaic and Bergen Counties, interchange and bridge construction throughout the Route 46 corridor, the establishment of a bike-pedestrian path in South Orange, and the continuation of commuter jitney shuttles throughout the region; and

Whereas, It is fitting and proper for the Legislature of the State of New Jersey to honor Congressman Pascrell for his many contributions to this State by designating the entire length of New Jersey Route No. 19 in Passaic County as the "Congressman William J. Pascrell, Jr. Highway;" now, therefore,

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  The Commissioner of Transportation shall designate the entire length of New Jersey Route No. 19 in Passaic County as the "Congressman William J. Pascrell, Jr. Highway" and shall erect appropriate signs bearing this name.

 

     2.  No State or other public funds shall be used for producing, purchasing, or erecting signs bearing the designation established pursuant to section 1 of this act. The Commissioner of Transportation is authorized to receive gifts, grants, or other financial assistance from private sources for the purpose of funding or reimbursing the Department of Transportation for the costs associated with producing, purchasing, and erecting signs bearing the designation established pursuant to section 1 of this act and entering into agreements related thereto, with such private sources, including, but not limited, to non-governmental non-profit, educational, or charitable entities or institutions. No work shall proceed, and no funding shall be accepted by the Department of Transportation until an agreement has been reached with a responsible party for paying the costs associated with producing, purchasing, erecting, and maintaining the signs.

 

     3.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill designates the entire length of New Jersey Route No. 19 in Passaic County as the "Congressman William J. Pascrell, Jr. Highway" in honor of the contributions Congressman Pascrell has made to the State of New Jersey.

     Congressman Pascrell, as a former member of the House Transportation Committee, has worked to modernize the State's roads, bridges, airports, and mass transit system and has secured federal funding to reconstruct some of New Jersey's most dangerous roads and bridges.
