Introduced Pending Technical Review by Legislative Counsel

An Act concerning private vocational schools and supplementing chapter 69 of Title 18A of the New Jersey Statutes.

Be It Enacted by the Senate and General Assembly of the State of New Jersey:

     1.  The Legislature finds and declares that there is a significant number of students currently enrolled in private vocational schools and that inadequate notification in the event of the closure of a school unfairly interferes with a student's ability to pursue and strengthen his employment, training and education skills.

"Private vocational school" means a business enterprise operated for either profit or nonprofit which does business in New Jersey and which recruits adult students from the general public; charges tuition or other fees; offers instruction to a group or groups of four or more adult students at one time; and offers preparatory instruction for entry-level employment or for upgrading in a specific occupational field.

     b.  The owner of a private vocational school shall provide written notification to the Commissioner of Education and to all students enrolled in the school at least 60 days in advance of the owner's intention to close a school or cease instructional activity at a school.

     3.  This act shall take effect immediately.
