SYNOPSIS
Urges Congress to enact the "Defund Obamacare Act of 2013."

An Assembly Resolution urging the United States Congress to enact the "Defund Obamacare Act of 2013."
Whereas, The federal "Patient Protection and Affordable Care Act," Pub.L.111-148, also called "Obamacare," was enacted into law on March 23, 2010, and was amended by the federal "Health Care and Education Reconciliation Act of 2010," Pub.L.111-152, enacted into law on March 30, 2010; and
Whereas, On January 1, 2014, millions of Americans will be required to enroll in Obamacare and could lose access to their doctors and be forced to pay higher premiums and higher taxes; and
Whereas, There is a growing bipartisan agreement that Obamacare is likely to fail, including statements from several leaders of national unions and Democratic Senator Max Baucus; and
Whereas, Several public opinion polls have found that a majority of Americans do not support Obamacare, including a July 2013 ABC/Washington Post poll that found that a majority of moderate and conservative Democrats do not support the bill; and
Whereas, Obamacare will devastate the already struggling economy by eliminating 800,000 workers from the labor force, causing small businesses to delay hiring new workers, and incentivizing businesses to reduce employees to part-time status; and
Whereas, Many employers have reported that they will stop offering their employees health insurance after 2014 due to the new costs imposed by Obamacare; and
Whereas, Obamacare will add more than a trillion dollars in new taxes over the next decade; and
Whereas, The Congressional Budget Office has estimated that repealing the insurance-related provisions of Obamacare would save federal taxpayers more than $1.2 trillion dollars; and
Whereas, The "Defund Obamacare Act of 2013," H.R.2682/S.1292, would explicitly prohibit mandatory and discretionary spending to implement Obamacare; and
Whereas, Congress could save the American people from the pernicious effects of Obamacare by exercising its constitutional power over government spending and enacting the "Defund Obamacare Act of 2013" as a part of the continuing resolution to fund the federal government after September 30, 2013; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey:
1. The President and Congress of the United States is respectfully memorialized to enact the "Defund Obamacare Act of 2013," defunding the federal "Patient Protection and Affordable Care Act," Pub.L.111-148, along with the health care-related language of the "Health Care and Education Reconciliation Act of 2010," Pub.L.111-152, also known as "Obamacare."
2. Duly authenticated copies of this resolution, signed by the Speaker of the General Assembly and attested by the Clerk thereof, shall be transmitted to the President of the United States, the Majority and Minority Leaders of the United States Senate, the Speaker and Minority Leader of the United States House of Representatives, and every member of Congress elected from this State.
STATEMENT
This Assembly Resolution urges the President and the Congress of the United States to enact the "Defund Obamacare Act of 2013," defunding the federal "Patient Protection and Affordable Care Act," Pub.L.111-148, along with the health care-related language of the "Health Care and Education Reconciliation Act of 2010," Pub.L.111-152, also known as "Obamacare."
The major provisions of Obamacare, including the requirements that most individuals buy health insurance and most employers offer health insurance to their workers, are scheduled to take effect on January 1, 2014. This law will harm the American economy by eliminating hundreds of thousands of jobs and shifting many more workers from full-time to part-time status. It will also deny many Americans access to health care by incentivizing employers to stop offering their employees health insurance, and by increasing the cost of health insurance. Finally, Obamacare adds more than a trillion dollars in new federal taxes and spending that the nation's economy cannot afford.
